Purpose

To inform agencies of OSC's automatic processing and to provide instructions for payments not processed automatically.

Affected Employees

Graduate Student Employees in Bargaining Unit 28

Effective Date

Pay period 4C, check dated May 23, 2001

Contract Provisions and Eligibility Criteria

Chapter 29 of the Laws of 2001 provides for the following general salary increases for employees in the Graduate Student Employees Union:

  • 3% salary increase, rounded to the next whole dollar, effective March 1, 2000, payable March 2, 2000.
  • 3% salary increase, rounded to the next whole dollar, effective March 1, 2001, payable March 1, 2001.

To be eligible for the salary increase, payable March 2, 2000, an employee must have been an incumbent of a Graduate Student position in Bargaining Unit 28 as of February 28, 2000 and as of April 26, 2001.

OSC Actions: Automatic Update of Rows on Job Data Panel

After payroll processing for pay period 4C is complete, OSC will automatically insert rows in the Job Data record of all eligible employees to reflect the March 2, 2000 and March 1, 2001 salary increases. The Action of PAY RT CHG and the Reason of SIC (Salary Increase) will be used.

All subsequent Job Data rows will be updated automatically with the increased salary by inserting additional rows using the Action of PAY RT CHG and the Reason of CSL (COR SAL).

OSC will not automatically update any rows on an employee's Job Data record with an effective date of June 8, 2000 through August 16, 2000.

OSC Automatic Retroactive

OSC will automatically calculate retroactive payments resulting from the salary increases.

Reveal Report

The following Reveal Report will be available for agency review after the automatic increase has been applied. The report will be sorted by agency code, then by employee name in alphabetical order.

Mass Salary Payment/Mass Increment Payment Report (NHRP704)

This report will identify all employees who received automatic salary increases and will also identify the employee's increased salary. Other fields on the report include Emplid, Employee Record #, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, and Action Reason.

Agency Responsibility: Updating Job Data Rows

SUNY System Administration has determined that summer service should not be included in the across-the-board raises.

Since OSC did not automatically update Job Data rows having an effective date June 8, 2000 through August 16,2000, the agency must determine if the rows on the Job Data records, that were not updated automatically, actually reflect summer service employment.

If an employee has a row(s) on the Job Data record that is effective between June 8, 2000 and August 16, 2000, that is not summer service, the agency must submit the Action of PAY RT CHG and the Reason of CSL (Cor Sal) on the Job Action Request panel to increase the salary using the appropriate effective date.

Payroll Register and Employee's Paycheck/Advice

The retroactive adjustment will be displayed on the employee's check or direct deposit advice with the code RRS, Retro Regular Pay Salaried.
