Non-Competitive Qualifications for appointment under the NY HELPS Program

Accountant Aide Trainee 1 
  • Six credit hours in accounting, auditing, or taxation courses
  • Either one year of experience gathering, preparing and updating financial data, financial reports, and records; or reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.
Accountant Aide Trainee 2
  • Nine credit hours in accounting, auditing, or taxation courses
  • Either 18 months of experience gathering, preparing and updating financial data, financial reports, and records; or reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.
Accountant Aide
  • Twelve semester credit hours in accounting, auditing, or taxation courses
  • Either two years of experience gathering, preparing and updating financial data, financial reports, and records; or reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; or assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements.

Additional Requirements:

You must have six credit hours in accounting, auditing, or taxation courses AND either:

  • One year of experience gathering, preparing and updating financial data, financial reports, and records; 

OR

  • One year of reconciling accounts and data, reviewing accounting and auditing reports, and verifying accuracy of calculations, balances, and supporting documentation; 

OR

  • One year of assisting accountants or auditors conducting financial and program audits by counting, verifying, and reconciling inventory and cash on hand, determining and verifying the accuracy and propriety of transactions, records, reports, and statements, and completion of a two-year traineeship.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level grade 13 position.

  • You're currently reachable on the appropriate eligible list for this title.
  • You're eligible under the 55 b/c program.
  • You have one year of permanent competitive service in an approved civil service title and qualify for a 70.1, 52.6, or 70.4 transfer. Visit the Career Mobility website to determine if you're eligible. 
    • Transfers must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level position.

Duties

Updates and reviews financial data and records.
  • Reviews accounting and auditing reports and records and verifies the accuracy of calculations, balances, and supporting documentation.
  • Creates and modifies automated accounting records and systems.
  • Records, reviews, and reconciles accounting and other system transactions and data.
  • Creates spreadsheets to support accounting and auditing systems and activities.
  • Determines and verifies the accuracy of transactions, records, reports, and statements.
  • Assists audit teams by reconciling inventory and cash on hand.
  • Maintains and updates expenditures report logs.
  • Reconciles cash and bank accounts.
  • Prepares and disseminates voucher payments, budget errors, and other financial reports from the Statewide Financial System (SFS).
  • Processes refunds and wire transfers.
Compiles and prepares financial reports and records.
  • Compiles accounting records and reviews entries and supporting documentation.
  • Prepares correspondence about accounting and auditing transactions, statements, appropriations, and revenue.
  • Prepares and verifies supporting documentation and work papers.
  • Drafts segments of audit reports and correspondence.
  • Assists in analyzing and evaluating financial reports, documents, and accounting procedures.

Knowledge, Skills & Abilities

  • Excellent written communication skills, with knowledge of rules for business writing, proper spelling, grammar, and punctuation. Excellent verbal communication skills and the ability to interact professionally with internal and external business partners.
  • Knowledge and proficiency with computer applications such as Microsoft Excel and Word.
  • Ability to manage several activities simultaneously while maintaining accuracy and quality of work.
  • Ability to meet deadlines while maintaining accuracy and quality of work.
  • Attentive to detail.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
