Administrative Specialist Trainee 1

For appointment to the Administrative Specialist Trainee 1, you must have:

• A bachelor’s or higher degree.

Administrative Specialist Trainee 2

For appointment to the Administrative Specialist Trainee 2, you must have:

• A bachelor's degree AND one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

OR

• A Juris Doctor, master's or higher degree in a field related to the position being filled.

Administrative Specialist 1 

For appointment to the Administrative Specialist 1 (full journey level), you must have:

• A bachelor's degree AND two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

OR

• A Juris Doctor, master's or higher degree in a field related to the position being filled AND one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.

For 70.1, 52.6 or 70.4 transfer to an Administrative Specialist 1,salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above. SG-14 or above for Trainee 2, SG-12 or above for Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1or 2-year traineeship that leads to the full level SG-18 position.

Traineeship salary information:

The position may be filled at the Administrative Specialist Trainee 1 equated to SG-14 ($53,764), Administrative Specialist 2 equated to SG-16 ($59,994), or full performance Administrative Specialist 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Administrative Specialist 1 SG-18 following successful completion of the traineeship.  

Duties

This position resides on the Administrative Services Team in the Bureau of Information Technology Business Management within the Chief Information Office.
  • Support recruitment efforts of the Division of the Chief Information Office (CIO), demonstrating an understanding of the Civil Service hiring process, forms, templates, guidelines, and policies.
  • Act as CIO liaison to the Division of Human Resources (DHR).
  • Initiate and prepare requests to fill, nominations, and other personnel transactions.
  • Provide guidance to hiring managers in the Selective Certification procedures and templates.
  • Prepare duties statements, organization charts and justifications to support classification requests.
  • Review and analyze duties statements and requests to fill to ensure appropriate classification standards, formatting, and proper grammar are reflected.
  • Review Selective Certification submissions for accuracy, ensuring each document is aligned with Division and Agency standards.
  • Obtain credentials, reference lists, and other documentation to support transactions and decisions about hiring and promotion.
  • Research questions, escalating issues to management as needed, and provide thorough, up-to-date, and accurate responses to the inquiring customer.
  • Gather, disseminate, and collect required performance-related documentation on behalf of CIO.
  • Serve as the primary or back-up point of contact between the CIO and DHR.
  • Communicate upcoming, due, and overdue probation documents with Division supervisors and managers.
  • Research customer inquiries, providing thorough and accurate responses.
  • Maintain meticulous records, including confidential documents, in an electronic format.
  • Monitor the performance program, performance evaluation, and probation evaluation program on behalf of the Division, ensuring compliance.
  • Prepare correspondence and other documents.
  • Monitor and track status of activities on behalf of Administrative Services.
  • Monitor multiple group mailboxes, responding or routing messages to appropriate team member to address.
  • Compile and analyze data related to hiring processes, performance management, and/or training initiatives.
  • Administer LinkedIn Learning licenses on behalf of CIO, researching appropriate training, preparing usage reports, and maintaining group assignments.
  • Research and respond to inquiries pertaining to employee benefits, list eligibility, training needs, and/or other general administrative inquiries.
  • Represent CIO in personnel liaison related meetings and other agency teams which support the work of the Administrative Services team.
  • Participate in agency teams and engagement initiatives.
  • Respond to inquiries pertaining to policy and procedure questions from employees and supervisors.
  • Recommend improvements to procedures and forms, and if approved, implement business process improvements.
  • Identify customer needs, communicate trends with management, and recommend and implement solutions, as directed.
  • Prepare and present information sessions.
  • Arrange for special training in response to management, program, and staff needs.
  • Participate in training compliance efforts.

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
