Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1of the Civil Service Law.

Transfer: 

For a 52.6 and/or 70.1 transfer to an Auditor 2 (Municipal), SG-23, you must have one year of permanent competitive service in an approved title for transfer allocated to a SG-21 or above. 

If approved for transfer appointment, you must also meet the special requirements below:

  • A Bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, or taxation

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties

  • Conducts research on potential topics and develops audit proposals.
  • Plans and executes audits throughout the State that are assigned to them by the managers.
    • Must perform audits efficiently to stay within both staff and calendar day budgets.
    • Must effectively develop scope, recommendations, draft reports, letters and other communications that are appropriate for the customers’ needs, capabilities and receptiveness.
  • Conducts meetings and holds interviews with auditees to gather information, convey audit findings and discuss audit progress.
    • Provides technical assistance and training to the auditees on topics that are identified during the audit.
  • Ensures consistent application of professional standards and Division policies of own work and the work of staff assigned to them. Monitoring of staffs’ work includes timely reviewing work papers, analytical documents, report segments, and any other documents prepared by staff.
PART II — Supervision: 

The Auditor 2 (Municipal) may perform direct supervision of Auditor 1s/trainees and/or other Auditor 2s assigned to them on audits.  The staffing assignments change with each audit; therefore, the Auditor 2s could be supervising any of the Auditor 1s/trainees in the Regional Offices or another Auditor 2 in the Statewide Audits Unit. 

In this capacity, the Auditor 2 (Municipal) assigns the various parts of the audit being conducted to staff, monitors progress of the audit work and reviews and evaluates the performance of the assigned staff. The Auditor 2 (Municipal) is expected to provide coaching, training and mentoring to promote the professional development of staff

Additional Information: 

This position is in the Statewide Audit Unit and can be assigned to the Central Office or any of the Regional Offices.

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
