*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:

  • Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
  • Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
  • Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
  • Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
  • Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders. 

* The following activities are NOT considered qualifying experience:

  • Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
  • Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
  • Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
  • Development of instructional materials and classroom training.
  • Help desk duties including troubleshooting, resolving user issues, and providing customer service.

  • You're eligible under the 55 b/c program
  • For 70.1, 52.6, or 70.4 transfer to a Business Systems Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-12 or above for a Trainee 2, SG-11 or above for a Trainee 1, depending on qualifications. To determine if you're current Civil Service title is eligible for transfer to this title, visit the Career Mobility website. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Duties

  • Research and gather requirements by conducting individual or group interviews, scheduling and facilitating meetings, distributing surveys, and reviewing documents.
  • Analyze and develop the business case during the project intake process.
  • Document the current or “as-is” state of the business process or function; create flow charts and process models describing functions.
  • Document the future or “to-be” state of the business process or function; create flow charts and process models describing functions.
  • Develop test data and scenarios, tests systems functions, and documents the results.
  • Develops training material related to business systems implementation for users.
  • Write procedure manuals and documents business process deficiencies requiring resolution during or after implementation.
  • Communicate business process and system requirements to IT staff, program staff, and stakeholders.
  • Review and analyze business process deficiencies requiring resolution during or after implementation.
  • May perform business analysis intelligence activities to extract data for operational needs, testing purposes, and to ensure data integrity.

Knowledge, Skills & Abilities

  • Strong interpersonal skills, particularly verbal and written communication.
  • Strong presentation skills.
  • Experience working with an enterprise system such as PeopleSoft.
  • Strong Knowledge of business analysis, techniques, and tools.
  • Strong troubleshooting, problem solving and organizational skills.
  • Ability to interact and work well with technical and business staff.
  • Ability to work well in a team environment.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
