Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
Transfer:
For 52.6 transfer to a Chief Municipal Audits, salary grade (SG)-64, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-63 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Duties
Audit Planning and Management of Staff
- Plans, manages and directs the program for all municipalities, school districts and political subdivisions in the assigned area of the State, prepares the regional work unit plan in accordance with the Branch’s annual strategic plan; assigns staff and teams accordingly and ensures work is completed in an effective and efficient manner.
- Devises and implements audit procedures and standards, identifying potential risk areas for audits and services.
- Coordinates the development, refinement and improvement of unit work processes and services delivered to meet customer needs in conformance with policies, procedures and standards.
Communication and Review
- Represents the Comptroller at meetings with local government and school district officials to discuss and present information about various topics such as new legislation, revenue sources, accounting systems requirements and investment policies. Ensures adequate interaction with officials in order to respond or react to changing needs.
- Analyzes and monitors trends in local government performance for making determinations and overseeing the development of appropriate benchmarks for local government operating efficiencies and effectiveness.
- Reviews, evaluates and provides comment on existing and proposed legislation affecting regional and program operations; develops proposals for solutions to trends.
- Oversees investigations regarding sensitive and confidential inquiries, including questions of fraud or irregularities and determines the necessity of involving regulatory and investigative agencies.
- Reviews and approves all audit reports before submission for publication.
Staff Development
- Develops and participates in training programs and presentations for local governments and staff.
- Plans and ensures implementation of training programs for staff, increasingly in response to new initiatives and changes in technology.
- Makes final determination on evaluation of candidates for appointment and promotion.
- Oversees timely completion of staff individual development plans and performance evaluations and partners with OHR on resolution of deficiencies in performance.
Supervision: The Chief of Municipal Audits in the Newburgh Regional Office directly supervises Auditor 3’s and an Administrative Assistant 2 as assigned.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
