Non-Competitive Qualifications for appointment under the NY HELPS Program: 

For appointment to an Information Technology Specialist 2 Programming, you must have: 

  •  A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.

     OR

  •  A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.

    OR

  •  A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.

     OR

  •  A total of two years of experience in information technology.

Competitive Minimum Qualifications:               

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law. 

Non-Competitive promotion (NCP) qualifications: 

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Information Technology Specialist 1 Programming. 

NCP notes: 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a non-competitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

This position resides on the Java Applications team in the bureau of Enterprise Applications within the Chief Information Office.

  • Code and debug Java applications following defined specifications and standards with guidance from senior Java developers and architects.
  • Conduct technical walkthroughs of proposed system changes.
  • Conduct unit testing of code, following defined testing methodology.
  • Collaborate with business analysts and end users to gather and refine requirements and functional design.
  • Analyze functional requirements and develop technical requirements.
  • Create design documents and other related system documentation.
  • Develop final design with guidance from senior Java developers and architects.
  • Conduct unit testing and debugging of all code changes in a development environment.
  • Conduct code reviews as assigned and recommend appropriate changes.
  • Perform Quality Assurance testing of code changes as assigned.

Knowledge, Skills & Abilities

  • Demonstrated experience with the Java programming language.
  • Demonstrated experience with Object Oriented Programming concepts.
  • Demonstrated experience in application development.

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
