For appointment to an Information Technology Specialist 3 (SG-23), you must have:
- Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
OR
- A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive Promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a non-competitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Duties
- This position resides on the Enterprise Resource Planning Administration team in the bureau of Software Platforms within the Chief Information Office.
- Install and configure new software.
- Conduct operational readiness tests on newly built system components.
- Administer system components utilizing tools, techniques, and relevant computer capabilities.
- Partner with testing units and the New York State & Local Retirement System (NYSLRS) in developing and executing demonstration scripts and conducting testing.
- Create and maintain installation and system operations documentation for system components.
- Prepare “how-to” documents for team members to use as a quick reference to complete assigned tasks.
- Research available information and standards for maintaining systems and assist in developing and/or updating procedures with the most up-to-date information.
- Participate in the development of technical and/or functional requirements for new components, or for enhancements to existing system components.
- Communicate and collaborate with technical and non-technical staff to implement new procedures.
- Monitor system components to ensure efficiency, reliability, and effectiveness of the system or third-party software.
- Apply updates, fixes, and patches to systems.
- Work closely with other systems personnel to coordinate and properly apply system updates.
- Communicate regularly with supervisor on software issues, system problems, and project needs.
- Troubleshoot and resolve software and systems issues.
- Coordinate with vendors on trouble tickets and ensure persistent issues are escalated to management.
- Communicate regularly and effectively with management, NYSLRS and CIO technical support teams on software issues and project needs.
- Migrate code and/or file changes using the Phire version control software and SQL scripts.
- Maintain system issues and configurations change logs.
- Coordinate system outages, bringing system components down and/or up.
- Support testing teams in the development and execution of test scripts and testing.
- Provide on-call support for nightly batch processing.
Knowledge, Skills & Abilities
- Completion of Systems Administration and Architecture coursework (3 to 5 credit hours)
- Demonstrated experience in Development, Programming Languages, Protocols and Tools.
- Demonstrated experience in any of the following software:
- PeopleSoft Enterprise 9.x including:
- Human Capital Management (HCM).
- Customer Relationship Management (CRM).
- Financials (FSCM).
- Integration Hub/Portal (IH).
- Learning Management (LMS).
- Oracle Policy Administration (OPA) and Policy Modeling.
- Oracle Business Intelligence Enterprise Edition (OBIEE).
- Oracle Business Intelligence Analytics (OBIA).
- Oracle WebLogic Suite.
- Oracle SOA.
- Oracle Business Process Management (BPM) Suite.
- Oracle Enterprise Government, Risk and Compliance Manager (GRC).
- PHIRE change control software and Architecture.
- RightFax Server.
- AMC Express Agent (MCIS).
- Adobe RoboHelp Server.
- IMB Rational Performance Virtual Testers.
- Business Intelligence (BI) Administration Tool.
- PeopleSoft Enterprise 9.x including:
- Demonstrated experience ascertaining the various methods available to accomplish maintenance tasks and determining which methods to use under varying conditions to improve customer service.
- Demonstrated experience troubleshooting applications, network communication, and storage communications problems, utilizing diagnostic tools to trace and resolve technical problems.
- Demonstrated experience tracking and resolving problems and the impact on continuing system operations.
- Demonstrated experience documenting procedures pertaining to server maintenance, configurations, change and release management.
- Demonstrated experience addressing new software maintenance requirements and service outages.
- Demonstrated ability to effectively assist in leading a team and managing a cohesive staff, ensuring achievement of objectives.
- Excellent oral and written communications skills.
- Excellent organizational skills.
- Demonstrated experience administering or utilizing any of the following software:
- Oracle Enterprise Data Quality.
- Oracle Application Integration Architecture (AIA).
- ESP Workload Automation Business Agency for PeopleSoft.

Telecommuting
The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
