Non-Competitive Qualifications for appointment under the NY HELPS Program: 

For appointment to an Information Technology Specialist 3 (SG-23), you must have: 

1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience. 

Competitive Minimum Qualifications: 

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:

For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive Promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.

NCP notes: 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

This position resides on the Administrative Applications team in the bureau of Enterprise Applications within the Chief Information Office.

  • Participate in Information Technology (IT) Review Board to assess the use of Oracle APEX as an application development tool.
  • Evaluate business functions, analyze business requirements, and assess feasibility, impact, and/or implications of using Oracle APEX.
  • Meet and collaborate with business customers, business analysts, and other IT teams to develop and document new system requirements.
  • Analyze requirements, assess their feasibility, impact, and implications, and assist management in determining/mitigating risks.
  • Prepare accurate estimates of effort, plan, and prioritize tasks to ensure established deadlines are met.
  • Develop Oracle APEX designs and data models that are scalable and meet business requirements.
  • Develop custom Oracle APEX applications.
  • Participate in all phases of application development by following proper organizational coding standards and protocols.  
  • Support user testing; ensuring all pertinent test conditions are accurate and complete.
  • Keep management and stakeholders fully informed on the status of issues, impact on the project schedule, and the progress of mitigation efforts.
  • Prepare required documentation associated with the development and implementation of new Oracle APEX applications.
  • Keep systems documentation complete and current.
  • Participate in activities and discussions related to Oracle APEX operating model and best practices.
  • Assist with development and implementation of a robust Software Development Lifecycle (SDLC) process, development standards, and application lifecycle management processes.
  • Work with the Oracle APEX Administration Team to ensure the infrastructure meets current and future organizational needs.
  • Build and utilize shared components.
  • Collaborate with other Oracle APEX developers to ensure consistency in design and development of applications.
  • Perform quality assurance checks and post-implementation reviews of Oracle APEX applications.
  • Participate in cross training and knowledge sharing among team members.
  • Communicate with the project team(s), business customers, and Chief Information Office (CIO) management to confirm scope, relevance, and priorities of work.
  • Assess current and upcoming organizational priorities and evaluate their potential impact on the workload of the unit.
  • Participate in project planning activities; ensuring all aspects of application development are accounted for.
  • Collaborate with technical and business units across the organization to ensure the established goals and deadlines are met.
  • Adjust priorities to ensure that established deadlines are met.
  • Inform management and all appropriate stakeholders about deviations from originally agreed upon priorities, deadlines, and scope, and potential or existing issues that may impact schedules or deliverables as soon as those issues arise.
  • Utilize organizationally established IT change management systems and processes for SDLC and change management.
  • Participate in project planning activities in support of current initiatives.
  • Participate in project and status meetings and provide feedback on the status of work being performed.
  • Acknowledge and address production issues in a timely manner.
  • Troubleshoot and resolve programming issues for supported applications.
  • Collaborate with other IT units to address technical and functional issues and roadblocks which impact business functions and new projects.
  • Collaborate and share knowledge with other staff in troubleshooting tasks.
  • Escalate issues to management.
  • Keep management and stakeholders fully informed on the status of issues and the progress of work to resolve them.
  • Provide off-hours support.

Knowledge, Skills & Abilities

  • Demonstrated experience in development, programming languages, protocols and tools using Oracle Applications Express (1 year to less than 2 years).
  • Demonstrated experience in development, programming languages, protocols and tools using PL/SQL (1 year to less than 2 years).
  • Demonstrated experience in development, programming languages, protocols and tools using Object Oriented Programming (1 year to less than 2 years).
  • Demonstrated experience in Business Analysis (3 months to less than 1 year).
  • Demonstrated experience in Data Modeling.
  • Demonstrated experience in Data Analysis.
  • Demonstrated experience in Oracle Database Administration.
  • Demonstrated familiarity with JavaScript.
  • Strong problem solving and analytical skills.
  • Demonstrated experience gathering business requirements.
  • Demonstrated familiarity with Systems Development Lifecycle.
  • Strong verbal and written communication skills.
  • Demonstrated ability to work independently and in teams.

Additional Comments

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
