- Payroll Analyst Trainee 1
For appointment to the Payroll Analyst Trainee 1, you must have:
- A bachelor’s degree or higher.
- Payroll Analyst Trainee 2
For appointment to the Payroll Analyst Trainee 2, you must have:
- A bachelor’s degree or higher AND one year of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.
OR
- A Juris Doctor, master's or higher degree in a related field
- Payroll Analyst 1 (SG 18)
For appointment to the Payroll Analyst 1 (SG 18), you must have:
- A bachelor’s degree or higher AND two years of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures.

- A Juris Doctor, master's or higher degree in a related field AND one year of professional experience reviewing and issuing determinations on specific types of payroll matters to ensure compliance and consistency with laws, regulations, labor contract, business rules, and policies and procedures
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to a Payroll Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
55b/55c Program appointment:

Traineeship salary information:
The position may be filled at the Payroll Analyst Trainee 1 equated to SG-14 ($56,655), Payroll Analyst Trainee 2 equated to SG-16 ($63,180), or full performance Payroll Analyst 1 SG-18 ($67,119) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Payroll Analyst 1 SG-18 following successful completion of the traineeship.
Duties
Reviews and audits payroll transactions related to general deductions, direct deposit and uncashed checks.
- Analyze data and resolve complex auditing problems.
- Run queries and initiate post audit review of transactions.
- Provide assistance to State agencies and customers and determine corrective action for audit problems.
- Directly responsible for the daily processing of deduction processing, direct deposit, and stop payment transactions received.
- Responsible for the coordination of the weekly Calculation and Confirmation process of employee paychecks.
- First “line” supervisor responsible for assignments to staff and monitoring daily/weekly completion of all work in the unit.
- Assist and monitor staff with the completion of the weekly review of transactions submitted by agencies and the contracting bank for direct deposit.
- Process various transactions via the Statewide Financial System (SFS) and perform fund reconciliation duties as appropriate.
Provide payroll information to State agencies and vendors.
- Provide NYS agencies and vendors with deduction related information via telephone and email.
- Research and analyze deduction, direct deposit and paycheck records.
- Coordinate staff responses to correspondence and telephone calls from vendors, employees, and agencies.
Business Documentation.
- Identify and document business process improvements within the team.
- Maintain existing business process documentation.
- Prepare Operations Requirement Documents to communicate necessary system changes to the Systems Support Group.
- Prepare written Payroll Bulletins to communicate necessary information to agency payroll officers.
Knowledge, Skills & Abilities
- Excellent analytical and organization skills.
- Excellent oral and written communication skills (presentations before small and large groups is expected).
- Detail orientated, and produces an accurate and timely work product.
- Works well independently and in a team environment.
- Ability to respond to written inquiries and telephone calls from NYS employees and vendors, regarding deduction issues.
- Ability to analyze and review, weekly, bi-weekly, monthly and quarterly reports.
- Ability to prepare timely, accurate, thoughtful deduction related research.
- Ability to locate, research, communicate, and document any discrepancies or unusual circumstances.
- Ability to reconcile complex business reports and identify discrepancies.
- Ability to run, write and modify SQL queries.
- Excellent MS Excel skills.
- Ability to empower and engage staff, and provide training, coaching and guidance to develop employees.
- Ability to assess multiple competing priorities.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
