Non-Competitive Qualifications for appointment under the NY HELPS Program:
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
For 70.1 transfer to a Program Aide (SG-13), you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-11 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
55b/55c Program appointment:

Duties
- Administration of Agency’s Travel Program
- Monitor compliance utilizing NY State travel Policy and enforce that policy with all levels of staff and third-party travelers in the agency.
- Audit, evaluate, and analyze expense report submissions for accuracy.
- Ensure that requested reimbursements are in compliance with travel policies.
- Draw conclusions from analyzed expense reports and make appropriate recommendations for travelers according to policies.
- Assist with Travel card distributions and filing of forms.
- Answer travelers’ questions regarding the Statewide Financial System (SFS)
- Assist with training for OSC travelers as needed.
- Assist travelers with the entry and submission of travel expense reports.
- Confer with staff and travelers to exchange information and resolve questions regarding travel guidelines and procedures.
- Confer with staff and employees to exchange information and resolve questions regarding payment status.
- Prepare refund of appropriations for processing by budget staff.
Knowledge, Skills & Abilities
- Experience with the NY Statewide Financial System
- Experience with MS Excel and Word and has the ability to learn new computer applications.
- Ability to effectively and appropriately communicate with diverse people on varying levels, both within an Agency as well as outside organizations.
- Has an understanding or the ability to understand NYS Travel Rules & Guidelines.
- Ability to manage multiple priorities
- Ability to think and work independently as well as learn new skills and to adjust to change.
- Ability to assess a problem or situation and provide logical solutions as well as make fact-based decisions with little supervision.
- Ability to stay focused on work and complete assignments in a highly dynamic environment

Telecommuting
The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
