Minimum Qualifications
The incumbent must have:
At least twelve (12) years of professional medical billing experience working with both the NYSHIP and Medicaid health care systems, including data analytics experience using a Data Modeler Software.
AND
- Three (3) years of managerial experience.
An Associate’s degree may be substituted for two (2) years of general experience. A Bachelor’s degree may be substituted for four (4) years of general experience. A JD or Master’s degree may be substituted for an additional one (1) year for a total of five (5) years of general experience.
Duties
Under the direction of the Audit Program Director (M-6), the Project Coordinator (NS=M-5) will be responsible for, but not limited to, the following:
- Lead the implementation of the new database system, ensure alignment of the database with organizational data governance policies as well as accuracy and completeness of data migration; and establish procedures for monitoring and maintenance to ensure database efficiency.
- Design and implement tools for data querying, visualization and analysis for the new claims database.
- Develop new processes to incorporate new data sources into the data set and develop methodologies to compare new datasets against existing records to identify improper payments or fraud.
- Secure other data sources that can be included in the data set to increase identification of improper payments and fraud.
- Establish documentation for database operations, analytic workflows and methodologies.
- Develop training materials and conduct sessions to educate staff on database usage, analytic tools and new methodologies.
- Create knowledge transfer plans to ensure continuity of operations.
- Supervise staff responsible for database implementation, data integration, and data analytic methodology and tool development.
- Mentor potential successors to maintain long-term system sustainability.
- Conduct regular assessments of staff proficiency and address knowledge gaps.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
