For appointment to a Registered Nurse 2 (Medical Care), you must have:
Possession of a license and current registration as a registered professional nurse in New York State
AND
- Two years of registered nursing experience in the following areas: rehabilitation, medical/surgical, public health, community health, visiting nursing, occupational health, utilization review, or review of medical records from hospitals for appropriate ICD 9 or 10/DRG/PAS/CPT coding.
A bachelor’s degree in nursing can substitute for one year of post-licensure clinical nursing experience.
A master’s degree in nursing can substitute for two years of post-licensure clinical nursing experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
Transfer:
For 70.1 transfer to a Registered Nurse 2 (Medical Care), salary grade (SG)-20, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-18 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Duties
- Performs Audit Work: Reviews decisions and billing by healthcare providers to ensure that care provided meets professional standards of practice and complies with state and federal statutes and regulations. Assists in the investigation of complaints and incidents concerning facilities, healthcare provider groups or individuals, routine surveillance activities and claims review for healthcare recipients, including Medicaid and the New York State Health Insurance Program. Evaluates medical coding for appropriateness and accuracy based on the review of patients medical records. Reviews medical records for healthcare audit purposes; reviewing treatments provided against diagnoses. Participates directly in audits and investigations of a complex or sensitive nature, reviewing provider records and bills for medical appropriateness. Provide recommendations for, and participate in, the development of healthcare related audit protocols.
- Assists Audit Staff and Writes Reports: Prepares clear and concise reports and provides testimony regarding findings, as necessary. Assists audit staff in interpreting medical reports and records, orders for specialized medical testing and results, and billing records; training staff in the interpretation of those reports, records and results, as necessary

Telecommuting
The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
