Preferred Qualifications

  • A master’s degree in publicpolicy, public administration, economics, political science, or related fields.
  • At least five years of experience in health care public policy, either through public budgeting, legislative work, or as a policy analyst focused on healthcare.  Understanding of health care financing, including public and private sources, is required.

Duties

The Office of Budget and Policy Analysis (BPA) serves as the Comptroller’s primary source of expertise on the State’s budget, economic and fiscal issues affecting the State and policy matters with implications for New York residents. BPA publications serve as a resource for a wide range of interested parties, including other governmental entities, policy makers, not-for-profit organizations, and individuals.

BPA staff prepare revenue,spending and economic forecasts; monitor and report on the State’s Financial Plan and Capital Plan, and actual receipts and disbursements results; participate in various capacities in the annual State budget process for the Comptroller; and develop analysis, options, and approaches to fiscal and policy challenges that are published as reports.

The Senior Policy Analyst for Health reports to the Director of Budget Studies and works closely with staff within the Division of Budget and Policy Analysis and other Divisions with the Office of the State Comptroller. The incumbent is responsible for identifying significant issues related to Health programs, particularly Medicaid, evaluating the scope and implications of such issues, analyzing and developing recommended policy approaches, and preparing written products. 

  • Leads the Office of Budget and Policy Analysis’ research and reporting on health care issues facing the state.
  • Conducts analysis of proposals advanced as part of the annual Budget process and legislative session. Evaluates the policy and fiscal impacts of such proposals, brief senior staff, and complete materials for publication detailing Office of the State Comptroller findings and/or recommendations about such matters.   
  • Develops and completes policy research related to health care. Capable of independently defining research objectives, obtaining and analyzing data, ensuring accuracy, considering multiple criteria and perspectives, and creating timely and impactful products to help inform the public and guide policymakers.
  • Articulates analytic findings and insights clearly and succinctly in written documents, including policy reports, slide decks, briefing memos,talking points and other publications that explain proposed and enacted policies.
  • Represents the Office of the State Comptroller in public settings to communicate regarding public policymatters including the findings of policy research products.
  • Other duties as assigned.

Knowledge, Skills, and Abilities

  • Experience working on public policy creation or analysis in government, private or non- profit environment.
  • Possess a broad awareness of and familiarity with federal, State and local governmental policy matters, the State legislative process, and data resources.
  • Possess strong analytic, quantitative, communication (both written and verbal), interpersonal, organizational and data management skills. Experience working with large datasets is a plus.
  • Desire to work collaboratively in a team-based environment that fosters a culture of creativity, collegiality, accountability, and shared responsibility.
  • Commitment to meeting deadlines.
  • Has a deep understanding of federal and State health care policies and the implementation and funding of Medicaid in New York State, and awareness of and interest in current policy debates.
  • Able to work in high stress environment and meet deadlines
  • Ability to collaborate with others across the organization.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
