- State Program Examiner Trainee 1 (Systems)
For appointment to a State Program Examiner Trainee 1 (Systems), you must have:
- A bachelor's a graduate degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics, including or supplemented by at least 12 semester credit hours in information science or data processing.
- State Program Examiner Trainee 2 (Systems)
For appointment to a State Program Examiner Trainee 2 (Systems), you must have:
- A bachelor's degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics, including or supplemented by at least 12 semester credit hours in information science or data processing and one year of information technology experience and/or audit experience.
A master's or doctoral degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics may substitute for one year of qualifying experience.
- State Program Examiner 1 (Systems)
For appointment to a State Program Examiner 1 (Systems), you must have:
- A bachelor's degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics; and two years of information technology experience and/or audit experience.
Currently valid Certified Information Systems Auditor designation issued by I.S.A.C.A. may substitute for two years of experience; or a master's or doctoral degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics may be substituted for one year of qualifying experience.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.
Transfer:
For 52.6 and/or 70.1 transfer to a State Program Examiner 1 (Systems), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Traineeship salary information:
The position may be filled at the State Program Examiner Trainee 1 (Systems) equated to SG-14 ($53,764), State Program Examiner Trainee 2 (Systems) equated to SG-16 ($59,994), or full performance State Program Examiner 1 (Systems) SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance State Program Examiner 1 SG-18 following successful completion of the traineeship.
Duties
- Performing audits and reviews of OSC’s information systems and technology in accordance with applicable auditing and Information Technology (IT) standards.
- To include NIST Cybersecurity Framework and the Center for Internet Security CIS Controls.
- Analyzing and evaluating management’s internal controls regarding the adequacy, effectiveness, security, integrity and efficiency of IT systems and technology.
- Performing general and application audits of various computer systems, operational practices and system development activities.
- Preparing for and participating in audit related meetings including scoping, opening and closing conferences.
- Utilizing automated workpaper software to document audit work performed including audit plans, risk/control matrices, audit programs, sampling plans, potential observations, and audit reports.
- Documenting the design of management’s controls via flowcharts and narratives and discussing this information with relevant management to ensure our documentation accurately captures the detailed process under audit as well as the key risks (to achieving the unit’s objectives), related key controls and any residual risks.
- Assessing the adequacy of the design of management’s controls, identifying control weaknesses, and developing recommendations designed to improve the design of the controls.
- Conducting detailed testing of management’s controls to determine the level of compliance with the design of the controls.
- Ensuring that audit work and the related supporting documentation comply with professional auditing standards and adequately support any conclusions reached.
- Clearing applicable supervisory coaching notes.
- Identifying, with management’s input, insightful recommendations for improving the function under audit.
- Preparing the initial draft of the proposed audit report for Internal Audit management.
- Keeping the Audit Supervisor or Manager adequately informed of the engagement status and any observations or potential issues.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
