The Office of the State Comptroller (“OSC”), on behalf of the New York State and Local Retirement Systems (“NYSLRS”), intends to procure printing and mailing services (as detailed in the advertisement posted in the NYS Contract Reporter, CR #2089311) pursuant to its discretionary purchasing authority under State Finance Law §163(6). This procurement opportunity is limited to New York State small businesses as defined in State Finance Law §160(8), businesses certified pursuant to Article 15-A of the New York State Executive Law, and businesses certified pursuant to Article 17-B of the New York State Executive Law.
Each year, NYSLRS sends a Member Annual Statement (“MAS”) to each of its approximately 675,000 members. This project will begin with an initial meeting, either in person or via telephone, arranged by OSC approximately two weeks after contract approval. NYSLRS is seeking a contract to cover the printing and mailing of the 2023, 2024, 2025, and 2026 Statements. The printing and reviewing of test Statements will begin in March of each year and will end in early May. Printing of the actual Statements will begin in early May of each year, and the distribution of the Statements must be completed no later than the third Friday of June. NYSLRS expects Statement reprints to begin in July of each year and run through March of the following year.
