Implementation of the City University of New York (CUNY) 10-Year Longevity Differential for Public Safety Titles

Purpose: 

The purpose of this bulletin is to provide agencies with instructions for entering the new 10-Year Longevity Differential for Public Safety Titles.

Affected Employees: 

CUNY employees represented by the International Brotherhood of Teamsters, Local 237, in the following titles are affected:

Background: 

Pursuant to the Collective Bargaining Agreement authorized by Carmelo Batista, Jr in the 05/02/2024 Memorandum of Agreement between the City University of New York and International Brotherhood of Teamsters, Local 237 authorizes a 10-Year Longevity Differential for Public Safety Titles effective 09/19/2026.

Effective Dates: 

The new 10-Year Longevity Differential for Public Safety Titles is effective beginning 09/19/2026. Payments can be made beginning in Institution Pay Period 13C, paychecks dated 10/01/2026.

Eligibility Criteria:  

To be eligible for the new 10-Year Longevity Differential payment, employees must:

  • Be in an eligible title listed above in the Affected Employees section; and
  • Be full-time; and
  • Have 10 years of in-title or occupational group service.
    • Service in the full-time Campus Security Assistant title will count as qualifying service.
    • Only “continuous years of service” in pay status shall be used to calculate the qualifying 10 years of service. A continuous year of service shall be a full year of service without a break of more than 31 days.
    • A break in service will interrupt the 10-year service eligibility requirements. An employee returning to duty after a “verified break in service” will be required to re-start the 10-year eligibility requirement.
    • An approved leave of absence (i.e., FMLA, ADA, etc.,) does not constitute a break in service for the purpose of LDN but will serve to “bridge service” (refer to Blue Collar Agreement, Article III, Section 13 for more information).
    • Hourly service in the Campus Security Assistant title will be pro-rated. One year of service is equivalent to 2,088 hours.

Note: Eligible employees who already have 10 or more years of service on or before 09/19/2026 are eligible to begin receiving the 10-Year Longevity Differential effective 09/19/2026. 

Employees who become eligible for the 10-Year Longevity Differential after 09/19/2026, shall be payable on either January 1st, April 1st, July 1st, or October 1st subsequent to the appropriate anniversary date of when the employee attains ten years of service in an eligible title or occupational group.

OSC has provided the following Additional Pay Earnings Codes to process the 10-Year Longevity Differential for Public Safety Titles:

Agency Actions:   

To process the 10-Year Longevity Differential for Public Safety Titles who have attained 10 years of in-title or occupational group service, agencies must submit the following information on the Additional Pay page:

The 10-Year Longevity Differential is not pensionable until the employee has received it for two years using Earnings Code LDN. As long as the employee remains eligible, Earnings Code LDN must be end dated two years from the effective date and restarted using the pensionable Earnings Code LDP.

Once the 10-Year Longevity Differential becomes pensionable, agencies must end date the LDN (if an end date does not already exist) and submit the following information on the Additional Pay page:

Tax Information:    

The CUNY 10-Year Longevity Differential payments are taxable income, will be included in the employees’ taxable gross, and are subject to all employment and income taxes.

Payroll Register and Employee’s Paycheck/Advice: 

Earnings Codes LDN and LDP and the amount paid will be displayed on the Payroll Register. The corresponding Earnings Description in the OSC Actions section and the amount paid will be displayed on the employee’s paycheck stub or direct deposit advice. 

Undeliverable Checks:

When a valid payroll check is undeliverable due to the agency’s inability to locate the employee, the agency should follow the Agency Actions identified in Payroll Bulletin No. 1786 – Non-Negotiated and/or Undeliverable New York State Payroll Checks. 

Checks issued to eligible employees who are now deceased should be submitted as a stop payment request with a reason of Exchange in PayServ. The Report of Check Exchange (AC 1476-P), Next of Kin Affidavit (AC 934-P) and original death certificate should be submitted to the Payroll Reversal and Exchange mailbox at the same time as the stop payment request. If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.
