The purpose of this bulletin is to provide agencies with instructions for entering the new Emergency Medical Technician Differential.

Background:
Pursuant to the Collective Bargaining Agreement authorized by Carmelo Batista, Jr in the 05/02/2024 Memorandum of Agreement between the City University of New York and the International Brotherhood of Teamsters, Local 237 authorizes an Emergency Medical Technician Differential effective 09/19/2026.
Effective Dates:
The new Emergency Medical Technician Differential (Earnings Code EMT) is effective beginning 09/19/2026. Payments may be made beginning in Institution Pay Period 13C, paychecks dated 10/01/2026.
Eligibility Criteria:
To be eligible for the new Emergency Medical Technician Differential payment, on or after 09/19/2026 employees must:
- Be in the eligible title listed above in the Affected Employees section; and
- Be full-time; and
- Be certified and assigned to perform EMT duties at a college.
OSC Actions:
OSC has created the following Additional Pay Earnings Codes to process the new Emergency Medical Technician payment:

Agency Actions:
To process the new Emergency Medical Technician Differential payment for eligible employees, agencies must submit the following information on the Additional Pay page:

Tax Information:
The CUNY Emergency Medical Technician Differential payments are taxable income, will be included in the employees’ taxable gross, and are subject to all employment and income taxes.
Payroll Register and Employee’s Paycheck/Advice:
Earnings Code EMT and the amount paid will be displayed on the Payroll Register. The corresponding Earnings Description in the OSC Actions section and the amount paid will be displayed on the employee’s paycheck stub or direct deposit advice.
Undeliverable Checks:
When a valid payroll check is undeliverable due to the agency’s inability to locate the employee, the agency should follow the Agency Actions identified in Payroll Bulletin No. 1786 – Non-Negotiated and/or Undeliverable New York State Payroll Checks.
Checks issued to eligible employees who are now deceased should be submitted as a stop payment request with a reason of Exchange in PayServ. The Report of Check Exchange (AC 1476-P), Next of Kin Affidavit (AC 934-P) and original death certificate should be submitted to the Payroll Reversal and Exchange mailbox at the same time as the stop payment request. If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.
