New Preceptor Incentive Program Payment for State University of New York (SUNY) Employees at the Long Island State Veterans Home (LISVH) at Stony Brook University

Purpose: 

The purpose of this bulletin is to provide processing instructions to agencies for entering the new SUNY Preceptor Incentive Program payment.

Affected Employees: 

Employees in the Institutional Services Unit (BU04) and the Professional, Scientific, and Technical Services Unit (BU05) at the LISVH at Stony Brook University are affected.

Background: 

Pursuant to the Memorandums of Understanding between the LISVH at Stony Brook, the Public Employees Federation (PEF) at LISVH, and the Civil Service Employees Association, Inc (CSEA) at LISVH, a Preceptor Incentive Program payment of $5.50 per hour has been approved for eligible employees through a Veterans Administration Recruitment and Retention Grant.

This is a pilot program based on operating needs, is subject to management discretion and federal funding and can cease at any time.

Effective Dates: 

The new Preceptor Incentive Program payment is effective beginning 04/10/2025 and may be paid beginning in the Administration Pay Period 3 Lag checks dated 05/21/2025.

Eligibility Criteria: 

       To be eligible for the new Preceptor Incentive Program payment, employees must:

  • Apply for the preceptor training program and, at the completion of the classroom portion of the preceptor program, each student preceptor will need to complete a competency exam and achieve a score of 90 or higher out of 100 possible points.
  • Be actively employed at the LISVH (Department 2805X) as a Registered Nurse 1, Registered Nurse 2, Certified Nursing Assistant, Licensed Practical Nurse, or Supervising Licensed Practical Nurse on a full-time or part-time basis, but no less than a 50% work percent, for the duration of the Applicant's participation in the program.
  • Maintain an employment record free of disciplinary penalty within the last three years; provided, however, that if disciplinary charges are issued after an employee is accepted into the program, they will not be assigned as a preceptor until the pending discipline is adjudicated or otherwise resolved.

OSC has created the following Time Entry Earnings Code to process the new Preceptor Incentive Program payment:

Agency Actions: 

To pay the new Preceptor Incentive Program payment to eligible employees, the following information must be submitted on the Time Entry page or the Time Entry Interface (NPAY502):

Please Note: Earnings Code PRP will automatically pay employees at a rate of $5.50 per unit.

Retirement Information:

Monies paid using the earnings code mentioned above are included as salary for retirement purposes.

Tax Information: 

The Preceptor Incentive Program payment is supplemental taxable income, will be added to the employee’s taxable gross wages, and is subject to employment and income taxes.

Federal, State and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method (1.95975% for Yonkers residents and 0.50% for Yonkers non-residents).

Payroll Register and Employee’s Paycheck/Advice: 

Earnings Code PRP, and the amount paid will be displayed on the Payroll Register. The corresponding Earnings Description in the OSC Actions section and the amount paid will be displayed on the employee’s paycheck stub or direct deposit advice.

Undeliverable Checks: 

When a valid payroll check is undeliverable due to the agency’s inability to locate the employee, the agency should follow the Agency Actions identified in Payroll Bulletin No. 1786 – Non-Negotiated and/or Undeliverable New York State Payroll Checks.

Checks issued to eligible employees who are now deceased should be submitted as a Stop Payment Request with a reason of Exchange in PayServ. The Report of Check Exchange (AC 1476-P) Next of Kin Affidavit (AC 934-P), and original death certificate should be submitted to the Payroll Reversal and Exchange mailbox at the same time as the Stop Payment Request. If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.
