State Contract and Payment Actions in October

In October, the Office of the State Comptroller approved 1,525 contracts for state agencies and public authorities valued at $2.87 billion and approved nearly 2.4 million payments worth more than $9.4 billion. The office rejected 124 contracts and related transactions valued at $140 million and more than 1,500 payments valued at more than $5.8 million. Comptroller DiNapoli, A.G. Underwood and DOI Commissioner Garnett Announce Indictment of Former Non-Profit Director Anna Mendez

New York State Comptroller Thomas P. DiNapoli, Attorney General Barbara D. Underwood and New York City Department of Investigation Commissioner Margaret Garnett today announced the indictment of former Tremont Crotona Day Care Center Program Director Anna Mendez on one count of grand larceny in the second degree, a class C felony, and ten counts of falsifying business records in the first degree, a class D felony, in Bronx County Supreme Court.

Comptroller DiNapoli and Attorney General Underwood Announce Criminal Conviction and False Claims Act Settlement with Bottini Fuel for Diverting Customers' Credit Balances for Their Own Benefit

State Comptroller Thomas P. DiNapoli and Attorney General Barbara D. Underwood today announced the criminal conviction of Morgan Fuel & Heating Company, Inc., which conducts business as Bottini Fuel, for falsifying their business records to improperly divert credit balances belonging to individual, business, and government customers – including local school districts, prisons, town governments, and state agencies. Bottini Fuel pleaded guilty today to Falsifying Business Records in the Second Degree in the Village of Wappingers Falls Justice Court.

DiNapoli Says State Opioid Treatment Programs Need Better Coordination

Some individuals on Medicaid receiving treatment for opioid use disorder might have received unnecessary or dangerous opioid prescriptions outside of their treatment programs, according to an audit issued by State Comptroller Thomas P. DiNapoli. Auditors found treatment programs were not checking whether patients were getting other opioid prescriptions or coordinating care with health care providers.

DiNapoli Urges Congress to Expand Eligibility for Savings Program for Individuals with Disabilities

New York State Comptroller Thomas P. DiNapoli today urged Congress to increase the eligibility age from 26 to 46 for individuals who can participate in the Achieving a Better Life Experience (ABLE) program, a savings and investment tool for individuals with disabilities. NY's ABLE program, which launched just over a year ago, already has approximately $3 million in assets saved by individuals and their families to pay for medical and living costs.

NYS Common Retirement Fund Reports Second Quarter Results

The New York State Common Retirement Fund’s (Fund) estimated return in the second quarter of the State Fiscal Year 2018-2019 was 3.47 percent for the three-month period ending September 30, 2018, with an estimated value of $213.2 billion, according to New York State Comptroller Thomas P. DiNapoli.
