State Contract and Payment Actions in May

In May, the Office of the State Comptroller approved 1,325 contracts for state agencies and public authorities valued at $1.3 billion and approved nearly 18.9 million payments worth more than $19.1 billion. The office rejected 132 contracts and related transactions valued at $900 million and more than 8,300 payments valued at nearly $26 million, primarily for mistakes, insufficient support for charges, and improper payments. New York State Comptroller DiNapoli Statement on New York City's Adopted Budget

New York City’s adopted $98.7 billion FY 2022 budget, beginning July 1, 2021, highlights the critical role a continued economic recovery and sound fiscal management will play in enabling long-term budget balance for the city. Fueled by a record level of personal income taxes ($14.9 billion) and corporate taxes in FY 2021, in addition to federal aid, the adopted budget takes important steps to increase reserves, including a $500 million deposit into the Rainy Day Fund, a first of its kind.

DiNapoli: Ontario County Resident Pleads Guilty to Stealing Funds From New York State Retirement System

New York State Comptroller Thomas P. DiNapoli and Ontario County District Attorney James Ritts announced today that Becky Smith Shaver pleaded guilty to grand larceny for stealing over $2,000 in pension payments from the New York State and Local Retirement System (NYSLRS) intended for retiree Gary Banas.

Value of Industrial Development Agencies' Projects Increase Nearly 50 Percent Over Past Decade

Industrial Development Agencies (IDAs) reported 4,320 active projects valued at $109 billion for 2019, a 3.3 percent, or $3.5 billion, increase in project values from 2018, while net tax exemptions totaled $796 million in 2019, compared to nearly $784 million in 2018. Project values have increased by 48 percent since 2009, while the number of active projects has declined by six percent over the same period, according to a report released today by New York State Comptroller Thomas P. DiNapoli.

DiNapoli: Orange County Resident Arrested for Stealing Her Late Mother’s Pension Benefits

State Comptroller Thomas P. DiNapoli, Orange County District Attorney David M. Hoovler, and the New York State Police today announced that Valerie White, of Middletown, was arrested and charged with grand larceny in the second degree (Class C Felony) for allegedly stealing $51,532.64 of her late mother’s pension payments.

DiNapoli: Financial Plan Outlook Has Improved; State Should Now Commit to Further Increasing Reserves

The State Fiscal Year (SFY) 2021-22 Enacted Budget Financial Plan shows a remarkable improvement in the state’s financial condition as cumulative four-year budget gaps estimated at $38.7 billion just four months ago have been reduced to $3.4 billion, according to a report released today by State Comptroller Thomas P. DiNapoli. This reduction was fueled by the receipt of substantial new resources, including $15.2 billion in federal assistance and $17.3 billion from tax and other policy actions.
