DiNapoli: Local Sales Tax Collections Up 1.6% in First Quarter

Local government sales tax collections totaled $5.6 billion in the first calendar quarter (January-March) of 2024, an increase of 1.6%, or $87.3 million, compared to the same quarter last year, the lowest rate of growth since the first quarter in 2021, according to a report released today by State Comptroller Thomas P. DiNapoli. This growth was largely driven by New York City, with several upstate regions experiencing a year-over-year decline for the quarter.

The Growing Role of Counties in Emergency Medical Services

This report examines the local government role in emergency medical services (EMS) in New York State and particularly the growing role that counties are playing in EMS provision. Declining staffing levels, increasing costs and other challenges have put pressure on the State’s EMS agencies. In many cases, counties are stepping up to help. Their EMS expenditures are growing rapidly and increasingly they are participating directly in providing EMS to their residents, either as primary responders or as back-up providers to their local EMS agencies.

DiNapoli Releases Fiscal Stress Scores for Villages and Some Cities

State Comptroller Thomas P. DiNapoli today announced that six villages were designated in fiscal stress under the Fiscal Stress Monitoring System (FSMS). DiNapoli’s office evaluated all non-calendar year local governments and designated one village in “significant fiscal stress,” one in “moderate fiscal stress,” and four as “susceptible to fiscal stress.”
