Administrative Specialist Trainee 1

For appointment to the Administrative Specialist Trainee 1, you must have:

  • A bachelor’s or higher degree.
Administrative Specialist Trainee 2

For appointment to the Administrative Specialist Trainee 2, you must have:

  • A bachelor's degree AND one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

    OR

  • A Juris Doctor, master's or higher degree in a field related to the position being filled 

 

Administrative Specialist 1 (SG-18)

For appointment to the Administrative Specialist 1 (SG-18), you must have:

  • A bachelor's degree AND two years of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

    OR

  • A Juris Doctor, master's or higher degree in a field related to the position being filled AND one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.

NOTE: Professional experience must be performing the duties at the full performance level of the position. Additionally, hiring agencies have discretion in determining whether a degree is related to the duties of the position.

Competitive Minimum Qualifications: 

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.

For 70.1, 52.6 or 70.4 transfer to an Administrative Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-16 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

55b/55c Program appointment:

Traineeship salary information:

The position may be filled at the Administrative Specialist Trainee 1 equated to SG-14 ($53,764), Administrative Specialist Trainee 2 equated to SG-16 ($59,994), or full performance Administrative Specialist 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Administrative Specialist 1  SG-18 following successful completion of the traineeship.  

Duties

Purchasing Support for OOO
  • Monitor email for incoming work requests to purchase products/services; renew purchase orders; and approve invoices
  • Conduct purchases in alignment with OSC rules and procedure
Coordinate Personnel Activities for the Office of Operations (OOO)
  • Check with supervisor/management on requests to fill vacancies to determine if they are in accordance with approved staffing plans.
  • Review duties statements submitted by bureaus for positions requested to fill to ensure completeness. This includes working closely with OHR to facilitate requests for further information/clarification to ensure that duties statement is in line with the Civil Service classification standard.
  • Work with supervisor and/or the Office of Human Resources (OHR) in obtaining pertinent information regarding staffing procedures/guidelines and implementing those procedures/guidelines appropriately and accurately (e.g., ARTL lists, provisional appointments, rehire retirees, reinstatements, etc.).
  • Processes requests to fill vacancies timely.
  • Submits communication regarding staffing changes/updates to other units within OOO  (i.e., CIO, Training & Communications, appropriate bureau staff, etc.).
  • Answers questions from program managers and staff.
  • Provide eligible lists, resumes and information regarding eligibility of candidates to OOO bureau contacts.
  • Serve as Personnel Liaison and represent OOO at meetings.
  • Determine and analyze what titles/appointments require special handling and communicate such to bureau contacts (e.g., CMS 1, SPE 1, Payroll Analyst 1 & Accountant traineeships, decentralized lists, transcripts, transfer acknowledgement, etc.).
  • Research, analyze and identify solutions to various HR issues within OOO bureaus. Consult with OHR and ensure that solutions are appropriate and all policies and procedures are adhered to.
  • Provide accurate employee and position data to OOO management as requested.
  • Publish OOO job postings.
Coordinate Onboarding & Offboarding for OOO
  • Submit appropriate requests to on-board/off-board OOO employees in order to provision/de-provision equipment, software, system, and folder accesses.
  • Submit appropriate requests to pause/reactivate system and folder accesses when employees go on extended leave and return.
  • Submit requests timely and accurately according to established templates, rules, and procedures.
Space Management
  • Serve as division building coordinator
  • Facilitate workstation move requests through coordinating activity among customers and service providers
  • Facilitate workstation modification requests through coordinating activity among customers and service providers.
Projects
  • For small-to-medium scope projects, performs customary project management activities such as maintaining a plan, coordinating activities, communicating across the stakeholder community, and delivering status reports through various means
  • Assists in identifying and implementing solutions to problems facing the business, or opportunities the business is seeking to capitalize on.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
