Minimum Qualifications
Competitive Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 or 70.1of the Civil Service Law.
Transfer:
For a 52.6/70.1 transfer to a Associate Municipal Financial Analyst 1, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive Promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Senior Municipal Financial Analyst.
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties
Participates in the analysis, research, and writing of reports and other projects on a variety of fiscal issues related to State spending and State finance generally including but not limited to proposed and enacted budgets; financial plans; monthly cash flow projections; fiscal issues affecting the State; policies with implications for taxpayers; and other public programs and proposals.
Assists the Director of Budget Studies in preparing reports and analyses on State spending and revenues, analysis of financial plans, and the State’s financial position.
Analyzes State revenue and disbursement reports from other State agencies.
Analyzes State accounting reports issued by the Office of the State Comptroller.
Performs statistical, comparative and impact analysis of public finance and program issues based on economic forecasts, program proposals and modifications.
Prepares policy reports, briefings and other documents demonstrating understanding of social services in New York State.
Monitors, reviews and analyzes the budget, financial, statistical and other available program information of New York State agencies, with special focus on those providing social services and administering safety net programs.
Conducts comprehensive literature reviews regarding current topics.
Tracks and understands data and information available from State and federal agencies and private organizations; is able to produce credible, timely and relevant analysis using these data sources.
Maintains and broadens knowledge of current public policy and program issues by reading and summarizing findings from publications and formal and informal data issued by government agencies, advocacy groups and other organizations.
Provides detailed written or verbal briefings on subjects within designated policy area. Prepare presentations as needed.
Produces complete written work with clear insights backed by accurate and precise quantitative data analysis.
Review and edit OSC documents.
Prepare, review and edit reports, correspondence, memos and other documents produced by BPA for internal use or for issuance on behalf of or by OSC; and perform review/edit function for documents produced by other divisions which BPA reviews. Review such documents for policy-related content, accuracy and consistency with OSC’s mission, goals and strategic initiatives, and effective conveyance of OSC’s efforts and accomplishments in pursuit of its mission.
This analyst’s areas of concentration will be in social services and the state budget and financial plan, although work in other policy areas may be requested and required.
Knowledge, Skills & Abilities
Proficiency with Microsoft Excel and Word is necessary; familiarity with PowerPoint is desired.
Experience in data analysis, statistical or other data analysis techniques is required.
Ability to learn and work successfully with financial data and concepts and to conduct research related to a variety of policy areas is desired.
Familiarity with New York State budgetary, fiscal, economic and policy issues and procedures is preferred. Familiarity with federal and local budgetary, fiscal, economic and policy matters is helpful.
A demonstrated attention to details, the ability to work in a fast-paced environment, manage multiple priorities and meet deadlines, work in a team environment, and possession of strong quantitative, analytical, organizational, data management, interpersonal and communication skills.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
