Minimum Qualifications
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
Transfer:
For a 52.6 and/or 70.1 transfer to an Auditor 2 (Municipal), SG-23, you must have one year of permanent competitive service in an approved title for transfer allocated to a SG-21 or above.
If approved for transfer appointment, you must also meet the special requirements below:
- A Bachelor’s degree including or supplemented by 24 semester credit hours in accounting, auditing, or taxation

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Duties
Tax Data Verification.
- Oversee the collection, processing and analysis of Tax data reported by taxing jurisdictions statewide.
- Provide reports to management on a regular basis summarizing compliance with filing requirements, status updates, and any cases of concern.
- Work with team members to continually improve data collection and reporting systems. Activities include testing new functionality, reporting data issues, and identifying improvements to the online filing experience of local government officials.
- Monitor work efforts of staff to ensure consistent application of standards and Division policies in the review and analysis of Tax Data Verification forms.
- Maintain the Tax Data Verification webpage. Ensure the public website has current information, all available links are active and easy to navigate. Oversee the development of new content to assist local officials in filing their forms.
- Assist in preparing and filling FOIL requests for all unit information.
Constitutional Tax Limit and Assessment Roll Verification
- Assist with the evaluation and review of Constitutional Tax Limit filings, primarily reports submitted by counties. Maintain documentation of analysis and findings in accordance with performance standards.
- Review and analyze tax rolls and utilize Office of Real Property Tax Services (ORPTS) data to facilitate Tax Limit and Assessment Roll Verification reviews.
- Annually, review and process school district assessment adjustments and submit data to the State Education Department within the required time frame.
- Monitor work efforts of staff assigned to ensure consistent application of standards and Division policies in the review and analysis of Constitutional Tax Limit and Assessment Roll Verification forms. Delegate assignments to staff and provide support, as necessary.
- Work with team members to continue the improvement of data collection and reporting systems. Activities include testing new functionality, reporting data issues, and identifying improvements to enhance the online filing experience of our local government customers.
Technical Assistance, Training and Communication
- Provide technical assistance to local officials, staff and others related to all Monitoring and Analysis reporting matters in a thorough and professional manner and appropriately document the information provided.
- Give training presentations, either in person or via webinar, as requested, to Unit, Division or Agency staff as well as to local government officials.
- Effectively communicate with others to:
- Constructively present policies, priorities, issues, and concerns.
- Coordinate workload and workflow within the Monitoring and Analysis Unit.
- Represent and promote the Division through speeches, newsletter articles, team membership, consultation, and other communication methods.
- Coordinate and send email blasts for all Monitoring and Analysis Unit matters.
- Other activities as assigned by management.
Promote Staff Development
- Provide clear direction, expectations and feedback to enhance staff development including the preparation and delivery of performance reviews and learning plans, to ensure that staff are continuously developing in their current roles and progressing toward future career goals.
- Provide guidance and support that facilitates critical thinking and the development of professional judgment.
- Develop the communication, research, and problem-solving abilities of staff.
- Identify appropriate training and professional development opportunities for staff.
Additional Comments:
Under the direction of the Monitoring and Analysis unit manager, this Auditor 2 is required to meet the work requirements of the unit’s overall missions. This position is high-paced and deals with high-profile topics and requires that all information provided to local officials, LGSA employees, other OSC divisions and executive management is accurate and timely. Success in this position requires strong teamwork and communication skills. This position can be assigned to Central Office or any Regional Office. If the candidate is from a Regional Office, they must expect to travel to 110 State Street occasionally as needed and directed by the Unit Manager.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
