For appointment to the Business Systems Analyst Trainee 1 (Payroll Systems), you must have:
- A bachelor's or higher degree

For appointment to the Business Systems Analyst Trainee 2 (Payroll Systems), you must have:
- A bachelor’s degree AND one year of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: Eliciting requirements as the foundation for the solution to the organization's business needs; Identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; Describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; Validating requirements throughout the product/system development life cycle (SDLC); And developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
OR
- a Juris Doctor, master's or higher degree in a related field

The following activities are not considered qualifying experience:
- Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
- Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
- Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
- Development of instructional materials and classroom training.
- Help desk duties including troubleshooting, resolving user issues, and providing customer service.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 or 70.4 of the Civil Service Law.
For 52.6 or 70.4 transfer to a Business Systems Analyst 1 (Payroll Systems), salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
55b/55c Program appointment:

Traineeship salary information:
The position may be filled at the Business Systems Analyst Trainee 1 (Payroll Systems) equated to SG-14 ($53,764), Business Systems Analyst Trainee 2 (Payroll Systems) equated to SG-16 ($59,994), or full performance Business Systems Analyst 1 (Payroll Systems) SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1 (Payroll Systems) SG-18 following successful completion of the traineeship.
Duties
Assigned to the Systems Support Group within the Bureau of State Payroll Services. Combine New York State payroll knowledge with business systems technical knowledge and expertise of the New York State Payroll System. Positions analyze the business needs of payroll operation areas to ensure compliance, diagnose problems, and propose solutions; test corrections that have been made to files, programs, and processes; schedule the implementation of new and modified jobs into the batch schedule; and verify that changes made to the system meet deadlines and are working correctly.
Knowledge, Skills & Abilities
Business Analysis: experience in requirements gathering, analysis, modeling, communication, specification, and implementation; knowledge of Oracle/PeopleSoft products
Analytics: ability to perform the following effectively: creative thinking; decision making; problem solving; systems thinking
Business: ability to understand the business environment and translate that into effective requirements
Communications: ability to express oneself and communicate with others verbally and in writing; ability to transmit and receive information clearly and succinctly with respect to the intended audience
Interpersonal: ability to demonstrate effective conflict management, flexibility, adaptability, and emotional intelligence; ability to work in a dynamic team environment
Stakeholder Relations: ability to demonstrate exceptional, value-added service to internal and external customers
Technology: ability to use Lotus Notes, Microsoft Word, Excel, PowerPoint, Access, Visio, and Project effectively and efficiently. Knowledge of the NYS Payroll System and its processing
Payroll: knowledge of payroll processing, including deductions, tax, earnings and worker’s compensation

Telecommuting
The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
