Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer under Section 52.6 of the Civil Service Law.

52.6 Transfer:

To 52.6 transfer to a Business Systems Analyst 3, salary grade SG-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive promotion (NCP) qualifications: 

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 2. 

NCP notes: 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law. 

Duties

This position is located within the bureau of Program Optimization Support and Transformation, Division of Retirement Services and is responsible for:

Provide oversight and direction for the Program Optimization Support and Transformation (POST) team in support of the of the Retirement System   
  • Working directly with the Program Optimization Support and Transformation (POST) Assistant Director to ensure the teams functions and business processes align with NYSLRS strategic mission and goals.
  • Develop and implement business processes and support models that support the NYSLRS bureaus
  • Ensure processes align with SDLC cross-functional team processes in support of the NYSLRS retirement system
  • Collaborate with other POST team managers to ensure effective and efficient coordination across all POST teams
Manage and oversee a team of Business Systems Analyst (BSA) resources   
  • Oversee the planning and prioritization of bureau work items and resources
  • Monitor and report on statuses on team assignments
  • Develop metric driven performance standards to monitor team progress
  • Review team documentation and artifacts to ensure quality meets team standards 
BSA Staff Supervision         
  • Enforce proper adherence to time and attendance rules.
  • Communicate and enforce standards of professional conduct.
  • Administer probationary processes (as necessary)
  • Communicate performance expectations and evaluate staff performance.
  • Manage training plans to ensure staff is trained as necessary to fully perform their duties at the highest level of competence.
Leadership and Teamwork
  • Project a positive outlook and attitude.
  • Be flexible and receptive to new assignments based on evolving business needs, system capabilities and resource availability.
  • Enable and empower subordinate staff to perform their duties independently whenever possible.

Knowledge, Skills & Abilities

(1) Desired experience in the management of small teams (3 years)

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
