Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Transfer:

For 52.6 transfer to a Business Analyst 3, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Duties

Supervise BSA 2, BSA 1 and/or BSA Trainee staff

Under the general direction of the BSA 4, the incumbent will directly supervise the activities of BSA 2, BSA 1 and/or BSA Trainee staff: 

  • Assign staff to application projects, aligning project needs with BSA competencies
  • Collaborate with staff, project sponsor, and other key stakeholders to develop the engagement profile (includes project overview, BSA deliverables, and BSA work plan)
  • Guide and assist staff in the elicitation, documentation, analysis, and communication of requirements and technical specifications
  • Guide and assist staff in the development and execution of test plans
  • Manage and prioritize staff workload on a daily and a long-term basis
  • Communicate performance expectations and evaluate staff performance
  • Communicate and enforce adherence to OSC and LGSA policies (e.g., time and attendance, professional conduct, ethics, internal controls)
  • Assist staff in identifying and achieving their professional development goals
  • Enable and empower staff to perform independently whenever possible
Perform system analysis/design activities for IT applications

Under the general direction of the BSA 4, the incumbent will assist in the development of integrated, customer-focused IT applications that facilitate the work of LGSA:

  • Develop and validate high-level conceptual documents for the system under design, such as context diagrams, activity diagrams, and prototypes
  • Document and validate functional requirements and business rules identified through elicitation activities such as use cases, user stories, and process modeling
  • Document and validate source and target data needs identified through business intelligence activities such as queries, reports, data models, and data flow diagrams
  • Develop and validate technical specifications, including input, processing, and output details relevant to system operations and data reporting functions
  • Collaborate with business and IT staff to ensure technical specifications meet functional requirements, business rules, and data needs
  • Develop and perform integration, system, and regression tests to evaluate solution performance against technical specifications
  • Create user acceptance tests, monitor testing activities, and help resolve any issues to ensure application meets customer expectations and business goals
  • Conduct walk-throughs, develop user manuals, and provide additional support as needed to assist with implementation
Perform maintenance activities for IT applications 

Under the general direction of the BSA 4, the incumbent will be assigned to a specific IT application and assist in maintenance activities such as resolving production defects, cleansing data, enhancing existing functionality, and redesigning the application due to events such as new legislation and IT environment changes:       

  • Develop and maintain in-depth knowledge of the application and related data through document analysis, system/interface analysis, and collaboration with business and IT staff
  • Perform ad hoc queries and generate reports requested by business and IT staff
  • Analyze and communicate the impact of a proposed change on suppliers, inputs, processes (both business and system), outputs, and customers
  • Develop and perform integration, system, regression, and acceptance tests to evaluate the implemented change
  • Develop user acceptance tests, monitor testing activities, collaborate with business and IT staff to resolve any reported defects, and obtain testing sign-off on the change
  • Update documentation (e.g., technical specifications, user manuals) and provide additional training/support as needed
Perform project management activities

Under the general direction of the BSA 4, the incumbent will be assigned to manage the tasks required for a project team to develop/enhance a specific IT application:

  • Collaborate with project sponsor and other key stakeholders to develop the project charter (includes background, objective, success factors, resources, and constraints)
  • Collaborate with project sponsor and other key stakeholders to develop the project CSSQ (cost estimates, scope statement, high-level schedule, and quality standards)
  • Collaborate with project sponsor and other key stakeholders to document the project plan (includes charter, CSSQ, risks, stakeholder roles, and communication plan)
  • Collaborate with the project team to refine the project plan elements as requirements and technical specifications are developed
  • Collaborate with the project team to execute and monitor the project plan elements as the application is developed, tested, and implemented
  • Conduct a post-implementation evaluation meeting to elicit feedback from the project team (includes best practices, lessons learned, and improvement opportunities
Promote business analysis maturity

Under the general direction of the BSA 4, the incumbent will work closely with BSA 2 staff to develop and implement consistent approaches and best practices that increase the value business analysis provides LGSA customers (e.g., time-to-market reduction, project cost savings):

  • Assist in identifying characteristics, capabilities, and competencies of current BSA staff
  • Assist in identifying the business analysis workforce needed by LGSA customers
  • Assist in identifying ways to achieve the desired business analysis workforce
  • Assist in establishing and maintaining the business analysis methodologies that best suit customer needs (e.g., Disciplined Agile Delivery, Continuous Improvement)
  • Assist in the development of consistent techniques within the methodologies that best suit customer needs (e.g., data flow diagrams, SIPOC diagrams, user stories)
  • Collaborate with the BACOE to develop and deliver training activities for OSC BSAs (e.g., brown bag sessions, FFIA courses, community of practice meetings)
  • Promote participation in professional development groups (e.g., NYS Forum Business Analysis/Architecture Workgroup, IIBA Albany Capital District Local Chapter)
  • Promote participation in seminars, webinars, workshops, conferences, and other business analysis training opportunities
  • Promote the pursuit of professional certifications (e.g., CCBA, OCEB 2 Fundamental)
  • Provide oversight and guidance on the use, structure, and maintenance of requirement management tools (e.g., iServer, Blueprint Storyteller, Microsoft Teams)

Supervision: The Business Systems Analyst 3 will oversee Business Systems Analyst 2s and Business Systems Analyst 1s/Trainees as assigned. 

Knowledge, Skills & Abilities

  • Demonstrated ability to consult with business and IT staff to ascertain scopes, requirements, and deliverables for IT application development projects
  • Working knowledge of the project management life cycle and how it aligns with the system development life cycle
  • Experience documenting requirements (e.g., process models, data flow diagrams, user stories, wireframes, data models, use cases)
  • Experience translating requirements into technical specifications
  • Experience creating and performing integration, system, and acceptance tests
  • Experience diagnosing and resolving customer-reported IT application issues
  • Familiarity with Lotus Notes, PowerBuilder, and Java applications
  • Familiarity with iServer
  • Working knowledge of SQL, Java, VBA, and other programming languages
  • Working knowledge of InfoMaker, OBIEE, and other business intelligence tools
  • Strong problem solving and analytical skills
  • Strong oral and written communication skills
  • Ability to work collaboratively with business and IT staff
  • Ability to effectively balance multiple priorities in a fast-paced environment

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
