Minimum Qualifications

Data Analyst Trainee 1 (equated to SG-14)

To be appointed to Data Analyst Trainee 1 (equated to SG-14), you must have:

  • A bachelor’s degree or higher in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field 
Data Analyst Trainee 2 (equated to SG-16)

To be appointed to Data Analyst Trainee 2 (equated to SG-16), you must have:

  • A bachelor’s degree in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field AND one (1) year of experience in Data Visualization, and Statistical Models and Data Mining tools.

OR

  • A master’s degree or higher in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field.
Data Analyst 1 (full journey level, SG-18)

To be appointed to Data Analyst 1 (full journey level, SG-18), you must have:

  • A bachelor’s degree in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field AND two (2) year of experience in Data Visualization, and Statistical Models and Data Mining tools.

OR

  • A master’s degree in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field AND one (1) year of experience in Data Visualization, and Statistical Models and Data Mining tools.

OR

  • A Ph.D. in Data or Computer Science, Informatics, Economics, Statistics, Mathematics, or a related field.

The position may be filled at the Data Analyst Trainee 1 equated to SG-14 ($53764), Data Analyst Trainee 2 equated to SG-16 ($59994), or full performance Data Analyst 1 SG-18 ($66951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Data Analyst 1  SG-18 following successful completion of the traineeship.  

Duties

Data Analytics Program Design, Implementation, and Development

  • Maintain relationships across a diverse set of stakeholders.
  • Support data driven decision making across the organization.
  • Learn new data sources and analytical tools.
  • Extract data for analysis.
  • Check for patterns and trends in data.
  • Create dashboards based on customer use cases.
  • Effectively communicate results to supervisor(s).
  • Use appropriate software tools to fit the customer use case.

Coordination with Data Analytics Staff

  • Receive training from the Data Analytics Team.
  • Attend staff meetings and communities of practice.
  • Assist staff in addressing technical and functional issues.
  • Follow best practices and procedures for business processes.

Tableau Administration Support

  • Manage Tableau project permissions.      
  • Plan Tableau dashboards.
  • Troubleshoot and resolve Tableau issues as reported by users.
  • Describe new and existing Tableau features.

Data Analytics within the Business Unit

  • Assist with the development, maintenance and support of data-related processes.
  • Identify data anomalies and apply corrective measures.
  • Describe new data sources and analytical tools and apply superior methods.
  • Support customer ad-hoc requests.

Knowledge, Skills, and Abilities

  • Ability to present data with formatting suitable for non-technical users.
  • Ability to evaluate if solutions meet customer needs and adapt to feedback.
  • Expertise in visualization tools such as Tableau or OBIEE.
  • Expertise with data querying languages (such as SQL) and programming languages (such as PL\SQL, R, or Python).
  • Strong verbal and written communication skills.
  • Desire to improve processes.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
