Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

Transfer:

For 70.1 transfer to Employees’ Retirement System Examiner 3, SG-15, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-13 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional and/or Non-Competitive promotion (NCP) qualifications: 

You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive or 55-b/55-c service as an Employees’ Retirement System Examiner 2 (SG-12)(formerly Employees’ Retirement System Examiner 3, SG-12).

Provisional and/or NCP notes: 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

  • Reviewing and approving pension death cases
    • Demonstrate proficient working knowledge of the NYS Retirement and Social Security Law, the Codes Rules and Regulations of the State of NY as well as NYSLRS Policies and Procedures as they apply to benefit calculation.
    • Apply knowledge to problem solving including the review of subordinate staff’s case work, returning cases for correction if necessary.
  • Assists in training, development and evaluation of staff
    • Provide ongoing training for subordinates as part of reviewing work and answering questions.
    • Maintain a work environment with minimal distractions and focused on achieving production goals and developing expertise in Retirement and Social Security law.
    • Regularly assesses examiners strengths and weaknesses in applying RSSL, regulations and policies and procedures in order to identify areas in need of additional training.
    • Complete semi-annual performance evaluations, providing constructive and positive feedback.
  • Oversees unit production
    • Provide ongoing training for subordinates as part of reviewing work and answering questions.
    • Maintain a work environment with minimal distractions and focused on achieving production goals and developing expertise in Retirement and Social Security law.
    • Regularly assesses examiners strengths and weaknesses in applying RSSL, regulations and policies and procedures in order to identify areas in need of additional training.
    • Complete semi-annual performance evaluations, providing constructive and positive feedback.
  • Supervises a staff of subordinate employees
    • Monitor staff daily as to adherence to policies regarding time and attendance, as well as internet, e-mail and phone usage.
    • Ensure that Civil Service and Departmental personnel policies and procedures are followed.
    • Encourage employees’ good performance, providing leadership and direction by utilizing supervisory tools such as coaching, counseling, mentoring and training.
  • Responds to member, employer and third party inquiries, both written and verbal.
    • Effectively resolve problems and respond to employer and member telephone / email inquiries concerning the processing and completion of a difficult and / or complicated retirement calculation case,
    • Explain interpretation of very difficult sections of the RSSL.       
  • Personally handles calculation of difficult / specialized cases
    • Utilizes proficient working knowledge of the NYS Retirement and Social Security Law, the Codes Rules and Regulations of the State of NY as well as NYSLRS Policies and Procedures to problem solving the most difficult and / or specialized benefit calculation cases.
    • Provide examiners with clear instructions on how to recognize cases that should be referred to ERSE 4.

Knowledge, Skills & Abilities

  • Has knowledge of laws, rules, regulations, legal opinions, and established written procedures of New York State and Local Retirement Systems.
  • Be able to communicate complex benefit information to Systems members, demonstrating excellent listening, written and verbal communications skills
  • Must be able to prepare, understand and interpret written materials,
  • Be familiar with the principles and practices of administrative and technical   supervision.
  • Must skilled in arithmetic reasoning and able to perform high level complex calculation.
  • Must be able to cross train, coach, mentor and transfer knowledge of benefit calculations to staff.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
