Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

Transfer:

For 70.1 transfer to Employees’ Retirement System Examiner 3, SG-15, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-13 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional and/or Non-Competitive promotion (NCP) qualifications: 

You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive or 55-b/55-c service as an Employees’ Retirement System Examiner 2, SG-12 (formerly Employees’ Retirement System Examiner 3, SG-12).

Provisional and/or NCP notes: 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

Internal and External Knowledge Sharing & Quality of Data
  • Demonstrate knowledge and familiarity with the laws, rules, regulations, legal opinions, and established procedures of the New York State and Local Retirement System.
  • Have a good working knowledge of the Retirement and Social Security Law (RSSL), New York State Codes Rules and Regulations (NYCRR), policies and procedures that govern the Retirement System.
  • Have knowledge of the Division’s processes including membership, retirement, arrears, tier reinstatement, and benefit calculations and be able to apply this knowledge to identify data errors and alert management to systematic problems that cause errors.
  • Assist in the Bureau’s efforts to determine the nature of data issues, diagnose causes and develop solutions.
  • Possess a good working knowledge of PeopleSoft.
  • Apply and share knowledge of the Retirement System and support the development, testing and implementation of business process changes or computerized retirement information systems as a subject matter expert to address the quality of data in the system.
  • Address questions concerning inconsistencies, discrepancies, inclusions and/or omissions of data.
  • Work with supervisors to increase skills needed to identify data discrepancies and communicate recommendations for corrective actions to management.
  • Participate in the implementation of corrective actions with data owners through collaboration, and written and oral communications.
Quality Assurance Reviews
  • In line with PIB’s mission, participate in the quality assurance effort to improve the process and procedure efficiencies of different bureaus and to ensure retirement data is accurate, complete and reliable within the Division.
  • Utilizing subject matter expertise, work with management and staff to conduct reviews of case processes of various bureaus within the Division.
  • Apply knowledge of the Retirement and Social Security Law (RSSL), New York State Codified Rules and Regulations (NYCRR), policies and procedures that govern the Retirement System in an effective manner to correct errors, improve the efficiency and effectiveness of Division staff’s work and prevent future discrepancies.
  • Develop and maintain historical knowledge related to the Retirement System's policies and procedures.
  • Review calculations and work completed by Division staff and ensure compliance with relevant policies, rules, regulations, and laws.
  • Confirm eligibility and initial benefit payments by interpreting and applying appropriate Retirement System Law, policy and regulations.
  • Collect, understand, and communicate information to assist higher level staff in drawing conclusions about business processes.
  • Offer productive conclusions that Division units can use to improve their business processes. 
Inquiries, Referrals and Unprecedented Cases
  • Participate in cross-bureau coordination with all levels of staff across the Division including operational Bureaus, Legal and Executive units, to resolve unprecedented, difficult, or complex issues.
  • Prepare correspondence to and communicate by telephone with employers and members to obtain and review information that is needed for determining member status, the accuracy of reporting and communicate information to assist higher-level staff in drawing conclusions.
  • Contribute ideas for innovative solutions to the uniquely complex cases processed by the Bureau.
  • Work with all levels of staff Division-wide to resolve unprecedented, difficult, or complex issues through cross-bureau coordination of Bureau and Division staff.
  • Participate in working with staff from various Bureaus in the System to resolve discrepancies.
  • Gather data from System databases regarding unique and troublesome cases to assist Bureau auditors with investigating the issues, developing corrective action plans, and facilitating the correction of errors in System data if necessary.

Additional Comments

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
