Minimum Qualifications
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
Transfer:
For 70.1 transfer to Employees’ Retirement System Examiner 3, SG-15, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-13 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive or 55-b/55-c service as an Employees’ Retirement System Examiner 2, SG-12 (formerly Employees’ Retirement System Examiner 3, SG-12).
Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Duties
This position is located within the bureau of Member & Employer Services, Division of Retirement Services and is responsible for:
Reviews work of unit personnel as to quality and production
Provides staff with appropriate training and materials. Staff production reports are reviewed on a weekly basis to ensure they are completed accurately. Processes all quality assurance for the SG12s. Counsel employees where production standards are not met.
Supervises unit personnel as to conduct
Maintains appropriate office decorum. Monitors staff daily as to adherence to bureau’s time and attendance policy, internet and email policy and excessive phone usage. Counseling is done when necessary, documenting according to OSC standards.
Prepares performance evaluations
Evaluations are done fairly and equitably by comparing employee’s performance to Section standards. The appropriate grammar and sentence structure are used to convey a clear and concise description. Evaluations are done by the required time.
Responds to member/employer correspondence pertaining to all functional areas of the Registration Section
Needs thorough knowledge of retirement law and section procedures. Appropriate responses are determined, and correct letters are sent. Proper grammar and sentence structure are used to convey a clear and concise message to the member/employer. Acknowledgment letter is sent when correspondence cannot be responded to within 5 business days of receipt.
Answers phone inquiries from member/employer pertaining to all functional areas of the Registration Section
Needs thorough knowledge of retirement law and section procedures. Responses are both correct and clear so there are few follow-ups required. Responds in a professional manner. Return calls are responded to within 1 business day.
Processes any Correct History transactions that are required as a result of errors that were identified in the system
Needs thorough knowledge of Demographic and Enrollment procedures in Portal. Transactions are processed accurately and in a timely manner.
Processes Membership Date Change and Erroneous Registration cases
Needs thorough knowledge of Membership Date Change and Erroneous Registration procedures. Correctly identifies the appropriate course of action, follows up on any additional cases, and sends appropriate correspondence.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
