Non-Competitive Qualifications for appointment under the NY HELPS Program: 

For appointment to an Information Technology Specialist 3 (SG-23), you must have: 

1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience. 

Competitive Minimum Qualifications: 

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:

For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive Promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.

NCP notes: 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

As an Information Technology Specialist 3 on the Taxes team in PeopleSoft and Payment Applications Bureau, you will contribute directly towards a shared goal-to ensure that New York State's employees are paid accurately and on time.  You will collaborate with Payroll business partners to analyze requirements and propose solutions. Using PeopleSoft-related development tools, you will develop/modify and test new and existing programs.  You will communicate effectively, provide assistance to others, perform supervisory tasks, and provide after-hours support when needed.

Knowledge, Skills & Abilities

  • Demonstrated experience in PeopleSoft PeopleCode is preferred.
  • Demonstrated experience in any Object-Oriented Programming language.
  • Demonstrated experience in SQL.
  • Demonstrated experience in PeopleSoft SQR.
  • Demonstrated experience in MicroFocus COBOL.
  • Demonstrated experience in business programming relating to payroll.
  • Demonstrated experience with programming tools/IDEs (i.e.: Eclipse, Ultra Editor, etc.).
  • Demonstrated experience with database management tools (i.e.: TOAD, Oracle SQL Developer, etc.).
  • Demonstrated experience with Oracle SQL (i.e.: writing/tuning SQL, modifying tables, etc.).
  • Demonstrated experience with PeopleSoft Application Engine.
  • Demonstrated experience with PeopleSoft Integration Broker.
  • Demonstrated experience with PeopleSoft Portal.
  • Demonstrated experience supervising others.
  • Proficient at communicating with technical staff and customers.
  • Strong analytical thinker with excellent troubleshooting and problem-solving skills.
  • Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on call), and able to shift priorities with minimal guidance.

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
