For appointment to Office Assistant 2 Customer Service, you must have:
- One year of experience where most work time is spent performing various communication tasks centered on customer service, and primarily, but not exclusively, deal with the general public.
You must be currently reachable on the appropriate or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
For 70.1 transfer to an Office Assistant 2 Customer Service, salary grade (SG)-09, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-07 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Duties
This position is located within the Bureau of Benefit Information Services, Division of Retirement Services and is responsible for:
Resolves customer inquiries via telephone and in-person that pertain to the Retirement and Social Security Law, the Comptroller’s Rules and Regulations, and Retirement System process and procedures, explaining and interpreting the results to members, retirees, union representatives, retiree organization representatives, financial planners, attorneys, accountants, legislators and their staff and other interested parties.- Responds to basic incoming telephone calls from customers pertaining to Retirement System matters such as Retirement Online, loan questions and death reports
- Prepares and completes member and pensioner reports by collecting and displaying data
- Operates office equipment such as photocopiers, calculators, computers and printers as necessary to ensure information is compiled and relayed to appropriate staff and/or customers in a timely manner
- Assists Information Representatives at the Call Center and/or the Information Office, pre-screening customers with scheduled interviews by ascertaining their needs and resolving their basic questions.
- Uses PeopleSoft, the MEBEL system, as well as various databases to obtain customer and Retirement System information as necessary
Serves as a liaison between the caller and processing bureau representatives when inquiries are case specific or require a service commitment that requires more than calculations.
- Completes Help Tickets summarizing the questions and/or comments from customers that need to be relayed to the processing units for review and/or response
Processes requests from members and other interested parties for Retirement Systems’ forms and literature - this literature consists of nearly 100 different booklets and brochures.
- Takes down information obtained from customers via telephone including their names, addresses and literature requested, and relays this information to clerical staff for distribution
Knowledge, Skills & Abilities
- Exhibits excellent interpersonal skills with staff and customers, both in-person and over the telephone
- Operates a personal computer and effectively demonstrates a working knowledge of customized Lotus Notes Databases, the PeopleSoft system, the Retirement System’s MEBEL database with its different case types and action codes, the Internet and OSC’s Intranet in order to access Retirement Systems’ laws, policies and procedures
- Demonstrates the ability to perform mathematical calculations of more complex nature as necessary
- Capable of acquiring, comprehending and relating information to customers as necessary
- Possesses a working knowledge of computational equipment such as computer terminals and calculators, as well as experience with fax machines and photocopiers
- Performs tasks accurately and within specific time frames

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
