For appointment to the Payroll Specialist 1 (SG-11), you must have:
- Two years of full-time business or human resources office experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.
OR
- Thirty semester credit hours of college-level study AND one year of full-time business or human resources experience in one or more of the following: accounts payable, accounts receivable and/or bookkeeping; processing payroll transactions; processing travel expense reports and/or reimbursements; processing personnel, benefits and/or time and attendance transactions; reviewing requisitions for purchase and initiating and processing purchase orders.

- Sixty semester credit hours of college-level study
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 of the Civil Service Law.
For 70.1 transfer to a Payroll Specialist 1, salary grade (SG)-11, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-09 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Office Assistant 2, Office Assistant 2 (Spanish Language), Clerk 2, Clerk 2 (Spanish Language), Office Assistant 2 (Calculations), Office Assistant 2 (Calculations) (Spanish Language), Calculations Clerk 2, Calculations Clerk 2 (Spanish Language), Office Assistant 2 (Customer Service), Office Assistant 2 (Customer Service) (Spanish Language), Agency Services Representative, Agency Services Representative (Spanish Language), Office Assistant 2 (Keyboarding), Office Assistant 2 (Keyboarding) (Spanish Language), Keyboard Specialist 2, Keyboard Specialist 2 (Spanish Language), or Payroll Assistant
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
Duties
Review and process Direct Deposit Returns, Reversals, Deletes, and Reissues.
- Review and process incoming direct deposit returns.
- Receive and process incoming direct deposit deletes and reversals.
- Provide notification to payroll officers of direct deposit returns and the status of requested deletes and reversals.
- Provide direct deposit assistance to agencies.
- Receive and process incoming reissuance requests for direct deposit returns.
- Assist with completing journal transactions in SFS and preparing bulk load files as appropriate.
Review and process incoming AC-3340 Stop and Reissue forms for payroll checks.
- Review and approve incoming Stop Payment requests.
- Provide notification to payroll officers on the status of the stop and reissued paychecks.
- Provide assistance to agencies completing these requests.
- Query and upload data to database repositories as appropriate.
Assists with the section’s procedures, process improvements, and training.
- Document and update section procedures based on changing state and federal laws, regulations, business rules, collective bargaining agreements, and policies/procedures governing State payroll.
- Assist with the identification and implementation of potential process improvements based on the changing policies and procedures governing State payroll.
- Assist with the creation and delivery of training presentations.
Assist other sections within Deductions as necessary.
- Provide support with data entry, analysis, running/processing queries, written documentation, inquiries from various stakeholders and research as needed.

Telecommuting
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
