Retirement Systems Information Representative Trainee 1 

For appointment to Retirement Systems Information Representative Trainee 1 (equated to SG-14), you must have:

  • A bachelor’s degree or higher
Retirement Systems Information Representative Trainee 2 

For appointment to Retirement Systems Information Representative Trainee 2 (equated to SG-16), you must have:

  • A bachelor’s degree AND
    • Either One year of professional experience*; OR
    • A Juris Doctor, master’s or higher degree in a field related to the position being filled 
Retirement Systems Information Representative 1 

For appointment to Retirement Systems Information Representative 1 (full journey level SG-18), you must have:

  • A bachelor’s degree AND two years of professional experience*; OR
  • A Juris Doctor, master's or higher degree in a field related to the position being filled AND one year of professional experience*.

    *Professional experience must be performing the duties of the full performance level position: conducting retirement planning consultations with members; developing informational materials; participating in or conducting seminars; and responding to inquiries from employers and active or retired members.

Competitive Minimum Qualifications: 

70.1 transfer:

For 70.1 transfer to a Retirement Systems Information Representative 1, SG-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level grade 18 position.

Traineeship salary information:

The position may be filled at the Retirement Systems Information Representative Trainee 1 equated to SG-14 ($53,764), Retirement Systems Information Representative Trainee 2 equated to SG-16 ($59,994), or full performance Retirement Systems Information Representative 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance Retirement Systems Information Representative 1  SG-18 following successful completion of the traineeship.  

Duties

Conducts consultations with members; develops informational materials; participates in or conducts seminars; and responds to inquiries from employers and active or retired members.

Knowledge, Skills & Abilities

  • Exhibits excellent interpersonal skills with staff and customers, both over the telephone and in-person
  • Possesses effective oral and written skills
  • Performs tasks accurately and within specific time frames
  • Operates a personal computer and effectively demonstrates a working knowledge of customized Lotus Notes Databases, the PeopleSoft system, the Retirement System’s MEBEL database with its different case types and action codes, the Internet and OSC’s Intranet in order to access Retirement Systems’ laws, policies and procedures
  • Demonstrates the ability to perform complex mathematical calculations as necessary
  • Acquires, retains and applies extensive Retirement System knowledge to respond to customer inquiries
  • Demonstrates the ability to effectively supervise subordinate staff and apply Agency policies and procedures
  • Possesses a valid driver’s license for travel purposes

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
