State Program Examiner Trainee 1

For appointment to a State Program Examiner Trainee 1, you must have:

  • A bachelor's or graduate degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics.
State Program Examiner Trainee 2

For appointment to a State Program Examiner Trainee 2, you must have:

  • A bachelor's or graduate degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics and one year of professional accounting and/or auditing experience. 

OR

  • A master's or doctoral degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics.
State Program Examiner 1

For appointment to a State Program Examiner 1, you must have:

  • A bachelor's or graduate degree in accounting, business administration, business management, computer science, computer information systems, or related IT field; criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics and two years of professional accounting and/or auditing experience.

OR

  • A master's or doctoral degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics and one year of professional accounting and/or auditing experience. 

Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfer:

For 70.1, 52.6, or 70.4 transfer to a State Program Examiner 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-12 or above for a Trainee 1, SG-14 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. 

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Traineeship salary information:

The position may be filled at the State Program Examiner Trainee 1 equated to SG-14 ($53,764), State Program Examiner Trainee 2 equated to SG-16 ($59,994), or full performance State Program Examiner 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. 

Candidates hired at the trainee level will be advanced to the full performance State Program Examiner 1 SG-18 following successful completion of the traineeship.  

Duties

As a State Program Examiner 1, you will evaluate systems and procedures for compliance with applicable laws, rules, regulations, and contract terms; assess the efficiency and effectiveness of programs; assess whether funds are utilized in accordance with laws and regulations; and identify whether proper and effective controls are in place for areas under audit. Additionally, you will prepare audit work papers to document work and conclusions, prepare preliminary audit findings, discuss findings with auditee representatives, and participate in exit and entrance conferences.

Knowledge, Skills & Abilities

  • Strong verbal and written communication skills.
  • Strong capacity in auditing skills such as professional skepticism, persistence, creative thinking and risk taking.
  • Strong analytical and problem-solving abilities.
  • Excellent interpersonal and team skills.
  • Proficient in use of technology such as Microsoft Office Suite and familiar with audit software used by SGA.
  • Knowledge of the NYS Comptroller’s Office and the Division of State Government Accountability.

Telecommuting

The Office of the New York State Comptroller supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, new employees will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
