DiNapoli: Former Treasurer Arrested in Village of Millport Theft

September 21, 2017

Former Village of Millport Treasurer Dawn Haverley was arrested for felony grand larceny Monday after an investigation and audit found she allegedly stole more than $4,000 in public funds, said State Comptroller Thomas P. DiNapoli.

"Ms. Haverley took advantage of her position and abused the public's trust by pocketing public dollars," said DiNapoli. "I thank Chemung County District Attorney Weeden A. Wetmore and the New York State Police for their diligent work in helping us hold Ms. Haverley accountable."

Haverley, 65, of Horseheads, was charged with third degree grand larceny, a Class D felony. She was arraigned Tuesday at Veteran Town Justice Court and released on Chemung County's Project for Bail.

The former Village of Millport treasurer was appointed to her position in 2006. Haverley was suspended in November 2015 after the Comptroller's audit and investigation began. The Comptroller found she pocketed more than $4,000 in cash payments collected on behalf of the village including more than $2,000 in real property tax payments and nearly $2,000 in water rents and building permit payments.

The Comptroller's investigation was conducted in partnership with the New York State Police. The case is being prosecuted by the Chemung County District Attorney's Office.

DiNapoli's investigations have led to more than 150 arrests and more than $50 million in ordered restitutions since 2011. Since taking office in 2007, DiNapoli has committed to fighting public corruption and encourages the public to help fight fraud and abuse.
