In April, the Office of the State Comptroller approved 1,260 contracts for state agencies and public authorities valued at $3.8 billion and approved more than 4.3 million payments worth nearly $12.6 billion. The office rejected 117 contracts and related transactions valued at $190 million and more than 3,200 payments valued at nearly $5.7 million. • $10.3 million with RELX Inc. for digital and print law books.

• $3.7 million with Titan Roofing, Inc. to replace The Egg roof at the Empire State Plaza in Albany.
• $2.6 million with Carrier Corporation for chiller maintenance testing and repair at the OGS Power Plant at the W. Averell Harriman State Office Building Campus in Albany.

Department of Health

• $1.5 million with The National Center for Healthy Housing for the New York State Childhood Lead Poisoning Primary Prevention Program.
• $2 million to Hunger Solutions New York, Inc. for nutrition outreach for the Women, Infants, and Children (WIC) program.

Office of Homeland Security and Emergency Services

• $3.9 million for flood mitigation assistance, including $1.5 million to the village of Mohawk, $1.2 million to the town of Clarkstown, and $1.2 million to the town of New Hartford.
• $7.9 million for public safety interoperable communications, including $900,000 for Nassau County, $940,000 for St. Lawrence County, and $840,000 for Washington County.

New York State Thruway Authority

• $18.3 million with James H. Maloy, Inc. to construct the Capital Region Welcome Center in New Baltimore, Greene County.
• $12.6 million with Callanan Industries, Inc. for paving work in Montgomery County.

Department of Transportation

• $25 million to New York City for operational support of the Traffic Management System in Long Island City, Queens County.
• $3.8 million with Elderlee, Inc. for guide rail and safety improvements in Madison, Oneida County.
• $1.8 million with Modular Space Corporation for office trailer rentals.

• $36.5 million to the SUNY Research Foundation for renovations and acquisition of machinery and equipment for the Global 450 Wafer Development and Deployment Consortium in Albany.
• $32.6 million to Fuller Road Management Corporation for design, construction, and facility improvements to SUNY Polytechnic Institute’s NanoFab Xtension building in Albany.
• $15 million to NexGen Power Systems, Inc. for purchase and delivery of specialized manufacturing equipment at SUNY Poly’s Central New York Hub for Emerging Nano Industries in East Syracuse.
• $10 million to the Edison Welding Institute for furniture, fixtures, machinery, and equipment for the Buffalo-Niagara Institute for Advanced Manufacturing Competitiveness.
• $3 million to the SUNY Research Foundation for equipment, software, and operating expenses to establish the NYS Genomic Medicine and BIG Data Center in Buffalo.
• $3 million to the city of Auburn for facility design, renovation and construction, and the purchase of furniture, fixtures, equipment, and display cases for the Equal Rights Heritage Center in Auburn.

Department of Environmental Conservation

• $4 million to New York City for the Municipal Waste Reduction & Recycling Program.

Gaming Commission

• $7 million to 26 local governments from Tioga Downs, Rivers, Montreign, and Del Lago casinos for gaming revenue distributions.
• $1.7 million to seven local governments for tribal compact payments.

Office of General Services

• $5.9 million to HBP Joint Venture to design and build the New York State Fairgrounds Exposition Center.

Department of Health

• $69 million to Maximus, Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
• $7.5 million settlement payment to Stahl & Zelmanovitz to reimburse Community Related Services, Inc. for improperly denied Medicaid claims.

Department of Homeland Security

• $11 million to New York City for the Urban Area Security Initiative Program (UASI).

New York State Legislature – Assembly

• $38,000 to Rossein Associates for outside counsel for independent investigations of sexual harassment.

New York State Thruway Authority

• $3.1 million to Tappan Zee Constructors LLC for the New NY Bridge project.
• $1.1 million to HNTB New York Engineering and Architecture PC for engineering services for the New NY Bridge project.

Department of Transportation

• $4.4 million to Ahern Painting Contractors, Inc. for preventative maintenance, cleaning and painting of the FDR Drive to South Street Viaduct, in New York County.
• $4.1 million to Tully Construction Co., Inc. for bridge rehabilitation on the Major Deegan Expressway in Bronx County.
• $4 million to Granite Construction Northeast, Inc. for replacement of the Kosciuszko Bridge in Kings County.
• $3.7 million to the National Railroad Passenger Corporation for equipment and capital expenses for Amtrak intercity rail passenger service.
• $2.5 million to Skanska Koch, Inc. for steel repairs on the Gowanus Expressway in Kings County.
• $2.5 million to WPS USA, Inc. for operating the Hudson Valley Transportation Management Center.
• $2.4 million to Yonkers Contracting Company, Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.
• $2.2 million to El Sol Contracting ES II Enterprises JV for bridge repairs on the Gowanus Expressway in Kings County.

Payment Rejections and Other Cost Recoveries

The Office rejected more than 3,200 payments valued at nearly $5.7 million, including tax refunds valued at more than $5 million. The Comptroller’s auditors also recovered nearly $52,000 from vendors owing debts to the state, and held payments of more than $276,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through April for calendar year 2018, the Comptroller’s office has approved 5,585 contracts valued at $26.2 billion and approved nearly 15.6 million payments worth more than $57.4 billion. The office has rejected 666 contracts and related transactions valued at $1.63 billion and more than 12,400 payments valued at nearly $24 million primarily due to errors, improprieties or lack of documentation.
