In August, the Office of the State Comptroller approved 1,647 contracts for state agencies and public authorities valued at $2.14 billion and approved more than 2.3 million payments worth nearly $10.7 billion. The office rejected 124 contracts and related transactions valued at $1.04 billion and nearly 8,000 payments valued at nearly $3.3 million. • $6.9 million for water quality improvement projects, including $2.3 million to Peconic Land Trust, Inc., $1.7 million to the Village of Kenmore, $1.7 million to Orange County Water Authority, and $1.2 million to Winnakee Land Trust, Inc. 

Office of General Services 

• $8.1 million with Nurzia Construction Corporation to provide an enclosed firing range at Sing Correctional Facility in Westchester County.
• $4.7 million with Carver Construction, Inc. for tire stockpile abatement at various locations.
• $1.5 million with Bunkoff General Contractors, Inc. to repair a pedestrian walkway at the State Office Building Campus in Albany.

Department of Health

• $26.9 million with New York EHealth Collaborative, Inc. for the Medicaid Eligible Professional Expansion Program.
• $2 million with Natus Medical, Inc. for customized software for the newborn screening program.
• $1.7 million with the New York Rural Water Association, Inc. for technical assistance and fluoridation in public water systems.

Department of State

• $8.3 million for the Downtown Revitalization Initiative, including $3.8 million to Oneonta, $2.9 million to Plattsburgh, and $1.6 million to Jamestown.

State University of New York

• $4.7 million with Haylor, Freyer and Coon, Inc. for international student insurance.
• $4 million with New York State Industries for the Disabled, Inc. for janitorial services at Stony Brook University Indoor Sports Complex.
• $1.3 million with The Research Foundation for the State University of New York for the Boat Stewardship Program to help reduce the spread of invasive aquatic plants and animals.

New York State Thruway Authority

• $136 million with Ecco III Enterprises, Inc. to reconstruct Interstate 95 in Westchester County.
• $6.2 million with Hanson Aggregates New York, LLC for highway resurfacing in Cayuga and Seneca counties.

Department of Transportation

• $16.8 million with Transit Construction Corp. for intelligent transportation systems at various locations on the Sprain Brook Parkway in Dutchess County.
• $15.9 million with Intercounty Paving Associates, LLC for pavement rehabilitation on NY Route 135 in Nassau County. 
• $1.7 million with Asplundh Tree Expert, LLC for herbicide products.
• $1.2 million with M.L. Caccamise Electric Corp. for overhead sign structure and panels in Chautauqua, Erie and Niagara counties.

• $1 million to Sustainable Manufacturing Innovation Alliance to establish and operate the Reducing Embodied-Energy and Decreasing Emissions (REMADE) Institute in partnership with the Rochester Institute of Technology. 

Gaming Commission

• $6.1 million to nine local governments for tribal compact payments. 

Office of General Services

• $12.5 million for hourly-based IT services, including $2.8 million to PSI International, Inc., $1.9 million to IIT, Inc., and $1.6 million to Knowledge Builders, Inc.
• $8.2 million to HBP Joint Venture to design and build the New York State Fairgrounds Exposition Center.
• $6.2 million to Prismatic Development Corporation for building renovations for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center.

Department of Health

• $24 million to Maximus, Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations. 

Department of Homeland Security

• $3 million to Port Authority of New York and New Jersey for the Urban Area Security Initiative Program (UASI).

New York State Legislature – Assembly

• $22,900 to Rossein Associates for outside counsel for independent investigations of sexual harassment. 

State University of New York Construction Fund

• $1 million to LP Ciminelli for construction at the University of Buffalo's School of Medicine and Biomedical Sciences.

Department of Transportation

• $22 million to Granite Construction Northeast, Inc. for replacement of the Kosciuszko Bridge in Kings County.
• $5.3 million to Marcy Excavation Services, LLC for parking lot improvements at the New York State Fairgrounds in Onondaga County.
• $4.2 million to Lancaster Development and Tully Construction Co., LLC for reconstruction of the I-81 and NY 17 interchange in Broome County.
• $3.6 million to Yonkers Contracting Company, Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.
• $2.7 million to Skanska Koch, Inc. to rehabilitate the Gowanus Expressway from 48th Street to the Hugh Carey Tunnel in Kings County.
• $2.6 million to Tully Construction Co., Inc. for bridge rehabilitation on the Major Deegan Expressway.

New York State Thruway Authority

• $8.2 million to Tappan Zee Constructors LLC for the New NY Bridge Project.
• $1.5 million to HNTB New York Engineering and Architecture PC for engineering services for the New NY Bridge Project.

Unified Court System

• $3.2 million to The Legal Aid Society for attorneys for children.

Payment Rejections and Other Cost Recoveries

The office rejected nearly 8,000 payments valued at nearly $3.3 million, including tax refunds valued at nearly $700,000. The Comptroller’s auditors also recovered nearly $83,000 from vendors owing debts to the state, and held payments of nearly $380,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through August for calendar year 2018, the Comptroller’s office has approved 11,920 contracts valued at $50.1 billion and approved nearly 23.8 million payments worth nearly $99 billion. The office has rejected 1,272 contracts and related transactions valued at $3.41 billion and nearly 29,000 payments valued at nearly $39.7 million primarily due to errors, improprieties or lack of documentation.
