State Contract and Payment Actions in October

In October, the Office of the State Comptroller approved 1,525 contracts for state agencies and public authorities valued at $2.87 billion and approved nearly 2.4 million payments worth more than $9.4 billion. The office rejected 124 contracts and related transactions valued at $140 million and more than 1,500 payments valued at more than $5.8 million. Major Contracts Approved

Office of Alcoholism & Substance Abuse Services

  • $3.8 million with Streamline Healthcare Solutions, Inc. for an electronic health records system for state-operated addiction treatment centers.

Department of Corrections and Community Supervision

  • $16.3 million for registered nurses, including $4.2 million with Cell Staff, LLC, $4.9 million with Flexibility & Co., LLC, and $7.2 million with Pinnacle Travel Staffing.
  • $1.1 million with Yankee Trails, Inc. for inmate bus transportation.

State Education Department

  • $2.2 million with Transpo Bus Services, LLC for busing services for the Niagara Wheatfield School District.
  • $1.1 million with Human Touch Translations, LTD. to translate examinations and related materials.

Department of Health

  • $405 million with Centers Plan for Healthy Living, LLC for the Medicaid Advantage Plus Managed Long Term Care Plan.
  • $3.2 million with Bio-Rad Laboratories, Inc. for newborn screening and sickle cell test kits.

Office of Information Technology Services

  • $4.6 million with Verizon Business Network Services, Inc. for managed security services.

Office of Parks Recreation & Historic Preservation

  • $2 million with Ikon 5 Architects, LLC for design services at the National Purple Heart Hall of Honor in Orange County.
  • $1.8 million with Lawrence J. Quigliano II, Inc. for Goat Island Center Road reconstruction at the Niagara Reservation State Park in Niagara County.

State University of New York 

  • $6.2 million with Best Climate Control Corp. for HVAC service and maintenance at Stony Brook University.
  • $1.8 million with Butler Disposal Systems, Inc. for waste and recycling removal at Upstate Medical University.
  • $1.6 million with T.J. Bell Environmental, Inc. for asbestos abatement services at SUNY at Albany.

Department of Transportation

  • $366 million with Halmar International, LLC for Kew Garden Interchange improvements in Queens County.
  • $1.1 million with Energetix Corp. for drug and alcohol testing services.

Major Payments Approved

Tax Refunds

  • $906 million for 184,000 personal income tax refunds.
  • $298 million for 619,000 property tax credits.
  • $166 million for 19,000 corporate and other refunds.

Department of Civil Service

  • $26 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program.

Empire State Development Corporation 

  • $99.8 million to Moynihan Station Development Corporation for expenses incurred for the Moynihan Train Hall Project.
  • $84.8 million to Lendlease Turner for the Jacob K. Javits Convention Center expansion in Manhattan.
  • $18.3 million to the Buffalo Urban Development Corporation for design, construction, equipment, fit out of space, and moving expenses to relocate Buffalo Manufacturing Works to 683 Northland Ave.
  • $3.7 million to Dick’s Merchandising & Supply Chain, Inc. to acquire machinery and equipment for a new distribution facility at the Broome Corporate Park in Broome County.
  • $3.3 million to 43North, LLC for administration and support services for the 2017 and 2018 annual Business Plan Competitions.
  • $1.4 million to the City of Lackawanna for planning, design, and construction of streetscape and other enhancements within the central business district.
  • $1 million to the Community Foundation of Buffalo to assist families at increased risk of losing their homes due to the high cost of maintenance and energy.
  • $1 million to Saab North America, Inc. for machinery and equipment related to the relocation of the North American headquarters of Saab Defense and Security USA to Onondaga County.

Gaming Commission

  • $1.9 million for tribal compact payments to the counties of Clinton, Essex, Franklin, Hamilton, Jefferson, St. Lawrence and Warren.

Office of General Services

  • $12.5 million for hourly-based IT services, including $2.3 million to PSI International, Inc., $1.9 million to IIT, Inc., and $1.8 million to Knowledge Builders, Inc.
  • $7.2 million to Prismatic Development Corporation for building renovations for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center in New York City.

Department of Homeland Security 

  • $6.1 million to New York City including $4.6 million for the Urban Area Security Initiative Program (UASI) and $1.5 million for the State Homeland Security Program (SHSP).

New York State Assembly

  • $8,000 to Rossein Associates for outside counsel for independent investigations of sexual harassment.
  • $7,000 to Carter, Conboy, Case, Blackmore, Maloney & Laird, PC to administer the appeals process pursuant to the Assembly Policy Prohibiting Harassment, Discrimination, and Retaliation.
  • $4,000 to Roemer Wallens Gold & Mineaux, LLP for outside counsel for independent investigations of sexual harassment.

New York State Senate

  • $8,000 to Kraus & Zuchlewski, LLP for outside counsel for independent investigations of sexual harassment.

Thruway Authority

  • $11 million to Tappan Zee Constructors, LLC for the New NY Bridge Project.
  • $1.3 million to HNTB New York Engineering and Architecture, PC for engineering services for the New NY Bridge Project.

Department of Transportation

  • $24 million to Granite Construction Northeast, Inc. for replacement of the Kosciuszko Bridge in Kings County.
  • $9.9 million to ECCO III Enterprises, Inc. for the Kew Gardens Interchange project in Queens County.
  • $7.6 million to Yonkers Contracting Company, Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.
  • $4.1 million to Lancaster Development and Tully Construction Co., LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.
  • $2.2 million to Tully Construction Co., Inc. for bridge rehabilitation on the Major Deegan Expressway in the Bronx.
  • $1.5 million to Marcy Excavation Services, LLC for parking lot improvements at the New York State Fairgrounds in the Town of Geddes, Onondaga County.

Unified Court System

  • $2.4 million to The Children’s Law Center for attorneys for children.

Payment Rejections and Other Cost Recoveries

The office rejected more than 1,500 payments valued at more than $5.8 million, including tax refunds valued at nearly $380,000. The Comptroller’s auditors also recovered nearly $61,000 from vendors owing debts to the state, and held payments of nearly $1.6 million pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through October for calendar year 2018, the Comptroller’s office has approved 14,788 contracts valued at $55.1 billion and approved more than 28.8 million payments worth more than $120 billion. The office has rejected 1,502 contracts and related transactions valued at $3.81 billion and nearly 32,700 payments valued at more than $51.3 million primarily due to errors, improprieties or lack of documentation.
