State Contract and Payment Actions in January

In January, the Office of the State Comptroller approved 1,732 contracts for state agencies and public authorities valued at $21 billion and approved more than 1.8 million payments worth nearly $10.2 billion. The office rejected 168 contracts and related transactions valued at $290 million and more than 2,400 payments valued at more than $4.7 million. Major Contracts Approved

Department of Civil Service

  • $18.7 billion with Caremark PCS Health, LLC for pharmacy benefits for state employees.

State Education Department

  • $22 million with Metritech, Inc. for the English as a Second Language Achievement Test.

Office of Parks Recreation & Historic Preservation

  • $2.7 million with Samsen, LLC for marina development and operation at the Sampson and Seneca Lake State Parks in Seneca and Ontario counties.
  • $1.2 million with Coyle Industries, Inc. for building repairs and campground improvements at Harriman State Park in Orange County.

State University of New York

  • $18 million for temporary employment services at Stony Brook University, including $7.1 million with Randstad North America, Inc., $4.4 million with Choice Long Island, Inc., and $2.8 million with Nexus Staffing, Inc.
  • $1.5 million by the State University Central Administration with Bond Schoeneck & King, PLLC for outside legal counsel relating to employment matters.

Department of Transportation

  • $9.9 million to New York City for citywide bicycle network development.
  • $3.9 million with Slate Hill Constructors, Inc. for bridge replacement on I-690 over Bridge Street in Onondaga County.
  • $2.3 million with Elderlee, Inc. for signs, guiderail and culvert improvements on I-390 in Livingston and Monroe counties.

Major Payments Approved

Tax Refunds

  • $91 million for 30,000 personal income tax refunds.
  • $71 million for 15,000 corporate and other refunds.
  • $11 million for 21,000 property tax credits.

Department of Civil Service

  • $27.3 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program.

Empire State Development Corporation

  • $124.4 million to Moynihan Station Development Corporation for expenses incurred for the Moynihan Train Hall Project.
  • $12.1 million to the NYS Thruway Authority for construction expenses for the new Western NY Welcome Center in the town of Grand Island.
  • $2.4 million to the city of Geneva for construction of the Finger Lakes Welcome Center.

Gaming Commission

  • $8.4 million for gaming revenue distributions from the Tioga Downs, Rivers, Montreign, and del Lago casinos to 26 local governments, including Albany, Broome, Chemung, Columbia, Dutchess, Schenectady, Seneca, Tompkins, Ulster and Wayne counties.
  • $1.9 million for tribal compact payments to Clinton, Essex, Franklin, Hamilton, Jefferson, St. Lawrence and Warren counties.

Office of General Services

  • $13.4 million for hourly-based IT services, including $4.7 million to PSI International, Inc., $1.6 million to IIT, Inc., and $1.4 million to Knowledge Builders, Inc. 
  • $4.5 million to Prismatic Development Corporation for building renovations associated with the Manhattan Forensic Relocation Project at the Manhattan Psychiatric Center in New York City.

Department of Health 

  • $19.7 million to Maximus, Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
  • $9.4 million to New York eHealth Collaborative, Inc. for the Statewide Health Information Network for New York.

Department of Homeland Security

  • $21.1 million to New York City for the Urban Area Security Initiative Program.

New York State Legislature – Assembly

  • $16,900 to Moritt Hock & Hamroff, LLP for outside counsel for independent investigations.

State University of New York

  • $33,200 to Kelley Drye & Warren LLP to provide legal services for SUNY Polytechnic Institute.

Department of Transportation

  • $8.9 million to Granite Construction Northeast, Inc. for the Kosciuszko Bridge replacement project in Kings County.
  • $5.4 million to Chemung County for modernization and renovation of the Elmira-Corning Regional Airport.
  • $4.5 million to Yonkers Contracting Company, Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.

Payment Rejections and Other Cost Recoveries

The office rejected more than 2,400 payments valued at more than $4.7 million, including tax refunds and credits valued at more than $153,000. The Comptroller’s auditors also recovered more than $16,000 from vendors owing debts to the state, and held payments of nearly $1 million pending resolution of disputes between subcontractors and prime contractors.
