In April, the Office of the State Comptroller approved 931 contracts for state agencies and public authorities valued at $680 million and approved approximately 11.5 million payments worth nearly $16.1 billion. The Office rejected 79 contracts and related transactions valued at $50 million and nearly 6,900 payments valued at more than $105.8 million. The Governor’s Executive Order 202 suspended the Office of the State Comptroller’s review and approval of contracts related to the COVID-19 crisis until June 6, 2020. At the administration's request, OSC has been expediting payments for purchases. These are reported on Open Book.

- $1.4 million with Venture Construction Inc. for concrete surface work and path markings for the New NY Bridge project in Westchester and Rockland Counties.

- $40.9 million with Nassau County for urban transit systems.
- $11.4 million with Rifenburg Construction Inc. to resurface highways and replace guard rails in Rensselaer and Saratoga Counties.
- $9 million with the Niagara Frontier Transportation Authority for modernization of the light rail rapid transit system in Erie County.
- $8.2 million with Bove Industries Inc. for safety improvements on Grand Central Parkway in Nassau County.
- $7.2 million with Cobleskill Stone Products Inc. for pavement rehabilitation on route 30A in Schoharie County.
- $3 million with Louis Berger US Inc. for construction inspection services on the Robert Moses Causeway in Suffolk County.
- $2.4 million with IBI Group Inc. for maintenance of New York’s 511 Traveler Information System.

- $2.8 million with LeanTaaS Inc. for SUNY Upstate Medical University operating room productivity software.
- $1.4 million with National Elevator Inspection Services Inc. for elevator testing and inspection at Stony Brook University.

- $7.9 million for gaming revenue distributions from the Tioga Downs, Rivers, Montreign and Del Lago casinos to 26 local governments in various counties.

- $5 million for hourly-based IT services, including $2.3 million to PSI International Inc., $1.2 million to MVP Consulting Plus Inc. and $1.5 million to 17 other vendors.
Department of Health
- $175.3 million for emergency supplies and other needs to support the COVID-19 pandemic response.
Office of Homeland Security and Emergency Services
- $6 million to New York City for the Urban Area Security Initiative Program (UASI).
Department of Labor
- $4.4 billion for Unemployment Insurance, Pandemic Unemployment Assistance and Federal Pandemic Unemployment Compensation claims.
Department of Transportation
- $1.9 million to Granite Construction Northeast Inc. for replacement of the Kosciuszko Bridge in Kings County.
Unified Court System
- $8 million to The Legal Aid Society for the Attorneys for Children Program.
- $2 million to The Children’s Law Center for the Law Guardian Legal Aid Program.
Payment Rejection and Other Cost Recoveries
The office rejected nearly 6,900 payments valued at more than $105.8 million, including tax refunds and credits valued at more than $16.4 million. The Comptroller’s auditors also recovered more than $278,000 from vendors owing debts to the state, and held payments of nearly $585,000 pending resolution of disputes between subcontractors and prime contractors.
Cumulatively through April for calendar year 2020, the Comptroller’s office has approved 5,458 contracts valued at $24.3 billion and has approved nearly 21 million payments worth nearly $60.6 billion. The office has rejected 418 contracts and related transactions valued at $1.3 billion and nearly 23,900 payments valued at more than $209.6 million primarily due to errors, improprieties or lack of documentation.
