New York State Comptroller Thomas P. DiNapoli and Nassau County District Attorney Anne T. Donnelly announced the arrest of Francine Dal-Bo of Oceanside for taking $78,157 in pension payments and $4,047 in Medicare checks sent to her deceased father.
“Francine Dal-Bo allegedly sought to exploit her father’s death to unlawfully pocket pension funds he had earned through a career in public service,” DiNapoli said. “My office will continue to work with our partners in law enforcement to protect the pension system and our pensioners from fraud and abuse. My thanks to Nassau District Attorney Donnelly for her partnership in ensuring justice is served.”
When Dal-Bo’s father retired from the Town of Hempstead Highway Department, he selected a Single Life Allowance pension that would stop all payments when he passed away in October 2022. Instead of immediately reporting her father’s death to the system, for nearly two years, the defendant used the money to pay her credit card debt and made cash withdrawals to fund her lifestyle. The investigation further revealed that she also fraudulently endorsed and deposited Medicare checks sent to her deceased father from the Town of Hempstead which she then used for her personal expenses.
Dal-Bo, 52, was charged with one count of grand larceny in the second degree and one count of grand larceny in the third degree in Nassau District Court before Judge Ryan Cronin. Her next court date is scheduled for July 6.
The charges filed in this case are merely accusations and the defendant is presumed innocent unless and until proven guilty in a court of law.
