New York State Comptroller DiNapoli Statement on Multi-Agency Operation on Adult Day Care Fraud

October 21, 2026

New York State Comptroller Thomas P. DiNapoli issued a statement today regarding the multi-agency operation focused on Medicaid fraud in adult daycare centers following a press conference in Staten Island.

“This week’s joint operation between state and federal law enforcement and oversight agencies targeted alleged fraud in social adult daycare centers. My office’s Division of Investigations is part of this coordinated effort and has worked diligently to uncover those abusing the system,” DiNapoli said. “Millions of New Yorkers rely on Medicaid for healthcare and other vital services, and we will continue to protect it from fraud and abuse. Federal and state agencies worked together and got results.”

DiNapoli’s team of auditors and investigators have led efforts to identify and investigate fraud in the Medicaid program. Past audits have identified basic weaknesses of the oversight structure of Medicaid and in adult daycare centers. Most recently an audit and investigation in February 2026 led to the U.S. Department of Justice arresting two Queens men and identifying $120 million in alleged illegal kickbacks and bribes. Over the last year, the work of the State Comptroller's office, with law enforcement partners, has resulted in 57 arrests and $50 million in restitution related to Medicaid fraud.
