New York State Payroll Online Direct Deposit Functionality

Purpose:

The purpose of this bulletin is to inform agencies of new functionality allowing employees to enroll in direct deposit and update their direct deposit and bank account options in New York State Payroll Online (NYSPO).

Affected Employees:

All active employees of New York State enrolled in NYSPO.

Background:

It is essential that the NYS Payroll System (PayServ) contains correct and current bank account information for all NYS employees enrolled in direct deposit. In an effort to improve the timeliness and accuracy of employee direct deposit updates in PayServ, employees will now have the ability to maintain their own bank account information in NYSPO.

The process to request a direct deposit reversal will not change as a result of this new functionality. 

Please note, new enrollees are automatically opted out of receiving printed paystubs when they enroll in direct deposit via NYSPO. If they wish to change their opt in/opt out options, they will need to submit the account enrollment into NYSPO first and then change their desired opt in/opt out option. Effective Dates:

This functionality will become available in NYSPO on 12/20/2024.

Eligibility Criteria:

To be eligible, employees must be active in PayServ, employed with a NYS agency participating in NYSPO, and have a government issued NY.gov account associated with their employee ID. *Newly hired employees may not be able to log into NYSPO until they have a valid EMPLID and their NY.Gov account is active. 

Note: per Chapter 442 of the laws of 2022, all state employees hired after January 1, 2023 are to receive direct deposit. Such employees may, however, submit a request for exemption from the provisions on a form provided by the Comptroller.

OSC Actions:

OSC will add new NYSPO functionality available via the ‘Update Direct Deposit’ hyperlink on the NYSPO home page. This functionality allows NYS employees to enroll in direct deposit and update their existing direct deposit and bank account information.

Employees can change their direct deposit information in NYSPO once per day and are instructed to contact their agency payroll officer if additional changes are needed. 

Changes made to direct deposit in NYSPO will take effect immediately. Employees will not be able to make changes to their Direct Deposit accounts during the confirm schedule through the following day until all the bank files have been generated. Depending on the timing of the employee’s enrollment or direct deposit update, the change may not be reflected in the employee’s next paycheck 

OSC has developed job aids for employee use which can be found in the Get Help section of the NYSPO webpage. Additionally, OSC has included several messages within the direct deposit update functionality to assist employees when making these changes in NYSPO, which are included in the job aids.

Agency Actions:

Agencies should work with their Information Technology units to ensure updates are made to communication and websites that reference NYSPO.
