Purpose:
The purpose of this bulletin is to inform agencies of OSC’s automatic processing of the April 2025 increases to Location Pay, Supplemental Location Pay, Inconvenience Pay, Expanded Duty Pay and the 15 Year Seniority Pay and to provide agencies instructions for submitting payments not processed automatically, including the new 11 Year Seniority Pay.
Affected Employees:
All employees in the Agency Police Services Unit (BU31) represented by the Police Benevolent Association of New York State, Inc. (PBANYS) who meet the eligibility criteria are affected.
Background:
Chapter 174 of the Laws of 2024, which implemented the 2023-2026 Agreement between the State of New York and PBANYS, provides for an increase to Location Pay, Supplemental Location Pay, Inconvenience Pay, Expanded Duty Pay and the 15 Year Seniority Pay for eligible employees in the Agency Police Services Unit. In addition, Chapter 174 of the Laws of 2024 also provides for a new 11 Year Seniority Pay effective 04/01/2025 for eligible employees.
Effective Dates:
The 2025 increases to Location Pay, Supplemental Location Pay, Inconvenience Pay, Expanded Duty Pay and the 15 Year Seniority Pay will be processed using the following effective date and check date:

In addition, beginning on 04/01/2025, employees who meet the eligibility criteria for the new 11 Year Seniority Pay may receive the new biweekly seniority pay. Agencies must submit transactions in Administration Pay Period 1L, paycheck dated 04/23/2025 for those employees currently eligible to receive the payment. If an employee becomes eligible subsequent to Administration Pay Period 1L, the agency should submit the transaction in the pay period the employee becomes eligible.

Employees in Bargaining Unit 31 who have a Payroll Status of Active, Leave With Pay or Leave of Absence on or after the applicable Effective Dates provided in the Effective Dates section who are receiving Location Pay, Supplemental Location Pay, Inconvenience Pay, Expanded Duty Pay and/or the 15 Year Seniority Pay at the Current Amount are eligible for the following increases:

New 11 Year Seniority Pay
Employees who meet ALL the following criteria are eligible to receive the new APSU 11 Year Seniority Pay.
- Employees must have 11 or more years (but less than 15 years) of cumulative service in APSU or any predecessor unit on or after 04/01/2025. If an employee’s work schedule was less than 100% at any time during the eligible service, that period of time is prorated when determining years of cumulative service.
- Employees must have a Payroll Status of Active or Leave With Pay (except Paid Leave of Absence/MLS) on the employee’s payment effective date.
- Employees must have a Comp Rate Code of ANN on the employee’s payment effective date.
- Employees must be in a position represented by BU31 on the employee’s payment effective date.
OSC Actions:
OSC will automatically insert a row on the Additional Pay page using the applicable Effective Date from the Effective Dates section to reflect the April 2025 increase (as applicable) for eligible employees as follows:

If the employee is appointed to an ineligible position effective after receiving the new 11 Year Seniority Pay, the additional payment must be ended. NHRP703 - Mass Salary Additional Pay Report
This report identifies all employees who received an automatic April 2025 for one or more of the Earnings Codes provided in the Eligibility Criteria section. Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit, and Additional Pay Amount.
Tax Information:
These monies are taxable income subject to all employment taxes and income taxes, will be included in the employee’s taxable gross, and will be reported on the employee’s Form W-2.
Undeliverable Checks:
When a valid payroll check is undeliverable due to the agency’s inability to locate the employee, the agency should follow the Agency Actions identified in Payroll Bulletin No. 1786 – Non-Negotiated and/or Undeliverable New York State Payroll Checks.
Checks issued to eligible employees who are now deceased should be submitted as a Stop Payment Request with a reason of Exchange in PayServ. The Report of Check Exchange (AC 1476-P), Next of Kin Affidavit (AC 934-P), and original death certificate should be submitted to the Payroll Reversal and Exchange mailbox at the same time as the Stop Payment Request. If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.
Payroll Register and Employee’s Paycheck/Advice:
The Earnings Codes (LOC, SUP, IPF, EXD and/or SPU) and the amount paid will be displayed on the Payroll Register. The corresponding Earnings Description and the amount paid will be displayed on the employee’s paycheck stub or direct deposit advice. If the number of earnings codes exceeds 13, agencies should utilize Locked Query LQ_PCD_PAYCHECK_EARNINGS_BY_ID to identify a complete list of earnings.
