Purpose:
The purpose of this bulletin is to provide processing instructions to agencies for entering the new Weekend Voluntary Overtime Differential for eligible employees at DOCCS.
Affected Employees:
Employees in the Security Services Unit (SSU - BU01) and the Security Supervisors Unit (SSPU - BU61) at DOCCS (Agency 10XXX) are affected.
Background:
Pursuant to the Memorandum of Agreement dated 03/08/2025 between the State of New York and the New York State Correctional Officers and Police Benevolent Association, Inc (NYSCOPBA), and the Memorandum of Agreement dated 05/16/2025 between the State of New York and the New York State Law Enforcement Officers Union, Council 82 (C82), AFSCME, AFL-CIO, a $100 Weekend Voluntary Overtime Differential has been approved for certain employees in a position represented by the SSU - BU01 and the SSPU – BU61.
In addition, the memorandum dated 05/19/2025 from the DOCCS Deputy Commissioner for Administrative Service outlines further eligibility criteria and tracking requirements for the NYSCOPBA and C82 $100 Weekend Voluntary Overtime Differential.
Effective Dates:
The Weekend Voluntary Overtime Differential is effective beginning 03/10/2025 and may be paid beginning in the Administration Pay Period 4 Lag checks dated 06/04/2025 and Institution Pay Period 4 Lag checks dated 06/12/2025.
Eligibility Criteria:
Employees are eligible for the new Weekend Voluntary Overtime Differential as follows:
- Employees who volunteer to work overtime covering a full regularly scheduled weekend shift that begins and ends between the hours of 6:45am Friday to 11 pm Sunday for an 8-hour shift, or 6:45am Friday to 7pm Sunday for a 12-hour shift,
- Employees in a position represented by BU01 must be in the title of Correction Officer Trainee, Correction Officer Trainee Spanish Language, Correction Officer, Correction Officer Spanish Language, Correction Sergeant, or Correction Sergeant Spanish Language. Employees in a position represented by BU61 must be in the title of Correction Lieutenant or Correction Lieutenant Spanish Language.

OSC has created the following Time Entry Earnings Code to process the Weekend Voluntary Overtime Differential:

Agency Actions:
To pay the new Weekend Voluntary Overtime Differential to eligible employees, the following information must be submitted on the Time Entry page or the Time Entry Interface (NPAY502):

Please Note: Earnings Code OWD will automatically pay employees at a rate of $100.00 per unit. Also, the Earnings Begin and End Date of each OWD payment should not span more than a single weekend.
Retirement Information:
Monies paid using Earnings Code OWD are included as salary for retirement purposes.
Tax Information:
The Weekend Voluntary Overtime Differential payment is supplemental taxable income, will be added to the employee’s taxable gross wages, and are subject to employment and income taxes.
Federal, State and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method (1.95975% for Yonkers residents and 0.50% for Yonkers non-residents).
Payroll Register and Employee’s Paycheck/Advice:
Earnings Code OWD and the amount paid will be displayed on the Payroll Register. The corresponding Earnings Description in the OSC Actions section and the amount paid will be displayed on the employee’s paycheck stub or direct deposit advice.
Undeliverable Checks:
When a valid payroll check is undeliverable due to the agency’s inability to locate the employee, the agency should follow the Agency Actions identified in Payroll Bulletin No. 1786 – Non-Negotiated and/or Undeliverable New York State Payroll Checks.
Checks issued to eligible employees who are now deceased should be submitted as a Stop Payment Request with a reason of Exchange in PayServ. The Report of Check Exchange (AC 1476-P) Next of Kin Affidavit (AC 934-P), and original death certificate should be submitted to the Payroll Reversal and Exchange mailbox at the same time as the Stop Payment Request. If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.
