DiNapoli: Perry Ambulance Service Manager Charged With Embezzlement

Former Town of Perry Ambulance Service Business Manager Darcy J. Conaway was charged this week with grand larceny in the third degree for allegedly syphoning more than $3,000 of ambulance service funds, according to New York State Comptroller Thomas P. DiNapoli.

DiNapoli Announces Sale of $914.3 Million State of New York General Obligation Refunding Bonds

State Comptroller Thomas P. DiNapoli today announced the sale of $914.3 million State of New York General Obligation Series 2019B Refunding Bonds.

This General Obligation bond issue was sold to refinance certain outstanding bonds generating $112.4 million in debt service savings to the state on a net present value basis. The newly issued bonds refinance outstanding General Obligation debt issued for transportation, environmental and other purposes.

Comptroller DiNapoli Releases School Audits

New York State Comptroller Thomas P. DiNapoli today announced the following school district audits have been issued.

Binghamton City School District – Information Technology (Broome County)

Officials did not regularly review network user accounts and disable those that were unnecessary. In addition, the board did not have an adequate contract and separate service level agreement for information technology.

State Contract and Payment Actions in September

In September, the Office of the State Comptroller approved 1,703 contracts for state agencies and public authorities valued at $2 billion and approved nearly 3 million payments worth more than $12.9 billion. The office rejected 143 contracts and related transactions valued at $340 million and more than 2,000 payments valued at more than $6 million. DiNapoli Op-Ed in Newsday Urges Public Campaign Financing Commission to Keep Fusion Voting and Open Up Political Process

It takes big money to run for political office in New York, especially for statewide office. The current campaign financing system erects too many barriers that intimidate and discourage qualified people from seeking public office. Let’s tear down those obstacles and open the path.

DiNapoli Honors Hispanic Leaders

New York State Comptroller Thomas P. DiNapoli hosted a reception in Hempstead, N.Y. in honor of Hispanic Heritage month on Oct. 19.

DiNapoli: Wall St. First Half Profits Jumped

Pretax profits in the securities industry reached $15.1 billion in the first six months of 2019, an 11 percent increase over the same period last year, and the best start in a decade, but a slowdown in the global economy and other factors pose threats to second half profits, according to State Comptroller Thomas P. DiNapoli’s annual report on Wall St.’s performance.

Comptroller DiNapoli Releases School Audits

New York State Comptroller Thomas P. DiNapoli today announced the following school district audits have been issued.

Byram Hills Central School District – Fixed Assets (Westchester County)

The board did not approve the disposal of assets with a book value of $4,483. Auditors found that district officials did not maintain up-to-date disposal records and 10 of 25 assets (40 percent) totaling $43,330 were not traced to locations.
