DiNapoli: Former Town Clerk Sentenced for $35,000 Embezzlement

Former Mayfield Town Clerk Dorothy Hart was sentenced today to 250 hours of community service and paid back over $35,000 which she stole from property tax payments and dog license fees deposited with the town over four years, State Comptroller Thomas P. DiNapoli said.

DiNapoli Announces Sale of $916 Million State of New York General Obligation Refunding Bonds

State Comptroller Thomas P. DiNapoli today announced the details of the upcoming competitive sale scheduled for October 28 of State of New York General Obligation Refunding Bonds, totaling $916 million.

The bonds will be issued for the purpose of refunding certain outstanding State of New York General Obligation bonds to reduce debt service costs. The bonds would mature over 22 years.

Court-Appointed Executor of Decedent’s Estate Sentenced to Two Years in Prison for Embezzlement

New York State Comptroller Thomas P. DiNapoli and United States Attorney for the Southern District of New York Geoffrey S. Berman announced that Gregory Bayard was sentenced to 24 months in prison in White Plains federal court for embezzling approximately $1.4 million from a decedent's estate for which he served as a court-appointed administrator. Bayard had pled guilty to one count of wire fraud on October 23, 2018. U.S. District Judge Cathy Seibel imposed today’s sentence.

DiNapoli: People With Disabilities in New York City Have Higher Unemployment Rates and Lower Incomes

People with disabilities in New York City face the same challenges as those elsewhere in the nation, including obstacles to employment, higher rates of poverty and lower earnings than those without disabilities, according to a report released today by New York State Comptroller Thomas P. DiNapoli. The Comptroller released the report at an event marking National Disability Employment Awareness Month with the Mayor’s Office for People with Disabilities.

DiNapoli Announces Staff Appointments

New York State Comptroller Thomas P. DiNapoli announced today he has promoted David Hasso to deputy comptroller for payroll, accounting and revenue services and Randy Partridge to assistant comptroller for local government and school accountability (LGSA). He also announced the appointment of José Manuel Paulino to assistant comptroller for community affairs and Matt Ryan to deputy press secretary.

DiNapoli Statement on Charges Against Former Delhi Village Clerk

New York State Comptroller Thomas P. DiNapoli released the following statement today regarding criminal charges filed against a former Delhi village clerk for theft of public funds. The charges resulted from a joint investigation conducted by the Comptroller’s office and the New York State Police Bureau of Criminal Investigation.

Comptroller DiNapoli Releases School District Audits

New York State Comptroller Thomas P. DiNapoli today announced the following school district audits have been issued.

Albany Community Charter School – Resident Tuition Billing (Albany County)

Auditors found that school officials did not obtain current proof of residency for all students. Officials also did not provide the board with tuition billing information throughout the year regarding the amount of tuition anticipated and received.
